Manifesto pro Kosova
The Issue
We, a group of international citizens including Kosovar and Bosnian citizens, are united in the idea of promoting a vision for Kosova that is sustainable and promotes its integration in the European Union. We came together in the midst of the Dialogue between Kosova and Serbia, specifically after the Serbian terrorist attack on September 24th in Banjskë Kosova, when we decided to connect even more and to become active. In communicating, in reaching out to stakeholders, in giving Kosova every support we can.
Therefore, we have six important requests regarding Kosova:
- Kosova needs to become a member of the European Union (and other international organizations)
The major goal of Kosova should be to become a member of the EU (and other international organizations). We know that the enlargement process of the EU is quite complicated; but the war in Ukraine has accelerated the process. Even though Kosova needs a lot of work and is also not recognized by all EU Member States, we call for a continuous commitment to the process by realizing and concretizing reforms that the EU would want Kosova to implement, therefore allowing the country to get closer to the goal of joining the EU etc. The Dialogue is another tool that can help, but it is not the only one that must be used. - Sanctions must be imposed on Serbia for the terrorist attack.
The EU needs to react firmly and convincingly to the terrorist attack enabled by Serbia in Kosova. There is a need for concrete sanctions towards Serbia, to ensure credibility of the EU vis-à-vis the Balkans but also to ensure that Serbia does not commit any other terror attack again. Therefore, we call for concrete sanctions to be imposed on Serbia as soon as possible, in order to avoid further escalation. - Sanctions must be removed from Kosova in the light of recent developments.
It is high time to remove sanctions imposed by the EU towards Kosova because of the elections in the North of the country. Kosova’s government has already ensured that elections in the North will take place, by taking the needed steps to de-escalate the situation in the North. The remaining of the sanctions therefore defy the logic used to implement them. We call for a concrete stop of the sanctions towards Kosova and for EU officials to be more in contact with Kosova’s government and officials. - EU Dialogue must be fair and based on facts.
The Dialogue between Kosova and Serbia is present for an important reason: the region needs to be stabilized. However, this is difficult when one party clearly undermines every effort of normalization. It is even more difficult when the same party does not acknowledge that they have perpetuated war crimes on the other party. In any case, the Dialogue is important and needs to continue, this however through a fairer and just process. The two current mediators, Lajcak and Borrel have consistently failed in their mission and been complacent with Serbia. We reiterate that it is of most importance to have a Dialogue where Kosova is treated fairly. - 5 MS that did not recognize Kosova, need to do so immediately.
It is high time that Spain, Cyprus, Greece, Slovakia and Romania recognize Kosova as an independent country. Kosova’s path to international organizations including the EU should not be hindered due to internal reasons between the EU member states and Kosova. We call therefore for the immediate and urgent recognition of Kosova by those Member States. - Call international bodies to come over and visit memorials of crimes where massacres happened from serbs during 1999 in Kosova. Internationals should visit the memorials of war crimes in Kosova and understand better the context and the difficulties that still persist in this area. Moreover, we call for prosecutors and other institutions to start acting concretely in the field of war crimes in Kosova.
Given these points, we are trying to raise awareness on the ongoing developments regarding Kosova. Some of our aims are to be proactive, help concretely in spreading the correct information, talking to people in the European Union about ongoing developments and organizing events to raise awareness for Kosova.
We strongly believe in the democratic Republic of Kosova, this is why we demand a fair process of integration into the EU, a process that is long overdue. For this reason we conclude that it is a matter of urgency to be active for Kosova.
