Mandatory Retest for Elderly Drivers in Australia

The issue

⚠⚠⚠⚠Right now in Victoria, there is no mandate for elderly drivers to be required to undertake a driver's license retest/check. My name is Osman, I am a year 12 VCE VM student and as a part of my Unit 4 literacy task, I am required to advocate for a cause/campaign I am passionate about/strongly believe in.

Young drivers (like myself) have all types of rules and restrictions we need to follow whilst driving either on our Learner's Permit or Probationary Plates such as: being required to undertake 120 hours of supervised driving, adhering to 'peer passenger' regulations, being required to have a 'Blood Alcohol Concentration' (BAC) reading of 0.00, and not being permitted to drive 'P Plate Prohibited' vehicles just to name a few.

What rules and restrictions do elderly driver's have to obey/adhere to? None, that's right, zero. Yet as Victorian's we're meant to be on the "Road to Zero" (the aim to eliminate all road deaths by 2050). There is no way that this can be achieved if we continue to ignore the risk elderly drivers pose driving 'unregulated' on our roads.

According to the Transport Accident Commission (TAC) "Frailty (the condition of being weak and delicate) and issues associated with ageing create a risk for older drivers and increase the chances of serious injury or death in a crash."

   

As Victorian's we are not only behind compared to other states around Australia, such as; New South Wales (NSW) who require elderly citizens over the age of 75 to undertake compulsory yearly Medical Assessments to determine their fitness to drive and complete physical retest if they are over eighty five years old.

We are also behind places around the world like Japan where drivers over the age of 75 with traffic violations must re do their driving test and take a cognitive test when renewing their license. In some European countries like Italy, Portugal and the Netherlands older drivers are required to participate in medical reviews and must renew their licences more often.

According to the Royal Australian Collefe of General Practicioners (RACGP) "the risk of cognitive impairment doubles from the age of 75...on average people aged 80-85 have five to six chronic diseases.    

 

One example is when 91-year-old female driver ran over and killed three people including a toddler at Wantirna South on July 2025. ⚠⚠⚠⚠
