Mandate windfall clauses for AGI

Mandate windfall clauses for AGI
The Issue
We are standing on the precipice of the greatest technological discontinuity in human history. Artificial General Intelligence (AGI)—systems that can outperform human experts across all economic tasks—is no longer science fiction. It is a near-term reality.
Unlike previous industrial revolutions that created new jobs, the transition to Agentic AGI threatens to substitute human labor entirely. Economic models (specifically the Zeira Model) predict that without intervention, AGI will lead to a scenario where capital owners capture nearly 100% of economic growth, leaving workers with stagnating wages and vanishing opportunities.
The technology is accelerating exponentially, but our laws are stuck in the past. We risk entering a "winner-takes-all" future where a handful of corporations own the intelligence, the wealth, and the future, while the rest of the world faces irrelevance.
Our Demands: A Social Contract for the Silicon Age
We, the undersigned, demand that governments and leading AI developers immediately implement a new social contract based on three non-negotiable pillars:
1. The "Windfall Clause" (Economic Redistribution) We cannot rely on traditional taxes that are easily evaded. We demand that all AI labs developing frontier models legally pre-commit to a Windfall Clause.
The Mechanism: If an AI company’s profits exceed a historically unprecedented threshold (e.g., 1% of Global GDP), a substantial percentage of those super-profits must automatically flow into a public trust.
The Goal: These funds must finance a Global Universal Basic Income (UBI), decoupling human survival from labor market participation in an automated world.
2. Sovereign AI & Public Infrastructure (Democratize the Compute) Intelligence must be a public utility, not a private monopoly. We call on national governments to reject reliance on foreign corporate giants and instead build Sovereign AI Infrastructure.
The Action: Governments must invest in state-owned compute clusters (GPUs) and data centers, as seen in initiatives like the IndiaAI Mission.
The Benefit: This infrastructure must be accessible to researchers, startups, and the public sector at subsidized rates, ensuring that the power of AGI serves national priorities like healthcare and education, not just shareholder value.
3. "IAEA for AI" (Safety & Verification) We cannot trust companies to grade their own homework. We demand the establishment of an international oversight body modeled on the IAEA (International Atomic Energy Agency).
The Power: This agency must have the authority to inspect data centers, track high-performance chips, and enforce "tripwire" regulations.
The Standard: No model above "Level 3 Generality" (Expert Level) should be deployed without rigorous, independent third-party verification of its safety properties.
Why Now?
The window is closing. Once "recursive self-improvement" begins, the pace of change will outstrip our ability to legislate. We must bind the Leviathan before it wakes.
Sign this petition to demand that the benefits of Superintelligence belong to all of humanity, not just the few.
Target: United Nations, National Governments (focus on US, EU, India, China), and Major AI Labs (OpenAI, Google DeepMind, Anthropic)
