Mandate Spaying/Neutering for Dog Breeders

The Issue

Dogs are constantly found abandoned across the United States. Our shelters and rescues are overflowing with these innocent creatures, left without a home or family to care for them. Meanwhile, irresponsible breeding practices continue unchecked, solely for the pursuit of profit. This unnecessary multiplication of dogs is a form of cruelty that needs to be stopped.

The breeding of dogs without mandating spaying or neutering of puppies leads to an overpopulation crisis. Puppies are born, sold, and too often untrained, neglected, and abandoned when the novelty wears off or they pose a problem that owners can't or won't handle. It's time we hold breeders accountable and prevent this cycle of neglect and immense suffering.

We propose a requirement for all dog breeders, irrespective of the scale of their operations, to spay or neuter puppies before they are sold. This policy should exclude only those who are licensed purebred commercial breeders. However, these breeders must meet strict licensing requirements to ensure ethical treatment and handling of their animals.

Additionally, it's imperative that every dog, commercial or not, comes vaccinated with the first set of shots before being sold. This will ensure the health and wellbeing of the dogs, preventing potential disease outbreaks that could further strain our shelter systems.

Implementing these changes can significantly reduce the number of abandoned dogs, alleviate the burden on shelters, and promote ethical breeding practices. It's crucial that we step in to close loopholes in current legislation and prioritize the welfare of these animals.
