Dear NLRC and FCCPC,
My name iis Vincent Ityohemen Ukoh, a lawyer from Benue State, Nigeria. I've lost multiple salaries—totaling one million naira.]—to sports betting. In tough times, I turned to it for quick wins, but the cycle of occasional highs and crushing lows nearly broke me. This isn't unique: Over 60 million Nigerians bet, with 10-15% trapped in addiction, leading to family breakdowns and even suicides. Betting companies profit while we suffer—it's time for accountability, like tobacco firms forced to warn "Smoking Kills."
The problem? Tools like the NLRC's SafePlay self-exclusion (launched August 2025) exist but are hidden gems. I only found out about it after my losses, through my own research—no app notifications, no emails, nothing. This invisibility lets harm happen first, then offers "help" too late. Betting firms must do better: Reengineer their software to monitor users' online presence, betting patterns, and life signs (e.g., excessive sessions or high-risk bets), then automatically lock out or intervene. No more reactive fixes—proactive protection, like the UK's GAMSTOP, where AI flags risks and enforces bans.
Under the Federal Competition and Consumer Protection Act (FCCPA) 2018, companies owe us safe services (Section 2), fair practices (Sections 123-124), and clear info (Section 127). Yet, apps lack prominent warnings or monitoring, breaching these duties. The National Lottery Act 2005 mandates responsible gaming, but weak enforcement leaves gaps. I've filed an FCCPC complaint for negligence and plan a lawsuit—join me to amplify this fight.
We demand:
Mandatory Warnings and Promotion: Require graphic, tobacco-style labels like "Betting Can Destroy Lives and Families" on all apps, sites, ads, and during sessions. Force companies to actively promote SafePlay (e.g., pop-ups at signup/deposits) so users know before harm hits.
Software Reengineering for Monitoring and Lockouts: Oblige betting platforms to update their tech for real-time user monitoring (e.g., track session length, loss streaks, or frequency). Automatically lock out high-risk users, enforce cooling-offs, and link to counseling—mirroring UK's proactive AI tools.
Enforced Self-Exclusion and Limits: Make SafePlay mandatory across all operators, with automatic blocks (3 months to 5 years), deposit caps (e.g., ₦10,000/day without checks), and no targeted ads to vulnerable groups.
Accountability Measures: Fine non-compliant firms (redirect to an addiction fund), audit annually, and create a helpline partnership (e.g., Gamble Alert: +234-803-000-1234).
