Mandate Registration and Evaluations for All Pet Trainers in Massachusetts

The Issue

In North Reading, Massachusetts, a tragic incident unfolded that could have been prevented with stricter regulation enforcement. A woman advertising dog training services on Thumbtack, who was later revealed to have a gambling addiction, conned my neighbors. She left their beloved dog, Charlie, outside in the heat, and he unfortunately perished. According to North Reading police, this was only one of several instances of animal neglect tied to this woman.

This heartbreaking event is proof of the urgent need for stricter regulation of pet trainers in our state. Currently, while Massachusetts does require official pet trainers to possess a license, this is difficult to enforce over the internet with the absence of a brick-and-mortar facility. This lack of oversight leaves our pets vulnerable to neglect and abuse. 

We are calling on the State of Massachusetts to require all pet trainers to register with the state and undergo regular house/facility inspections. Such measures would ensure that only responsible individuals are entrusted with the care of our pets. Even in the case of brick-and-mortar facilities, house inspections ensure that a prospective trainer is fit to operate such a business and unlikely to engage in abusive behavior.

According to the American Pet Products Association (APPA), 67% of U.S. households own at least one pet, which translates into millions of animals potentially at risk of abuse or even death if left in the wrong hands (APPA National Pet Owners Survey 2019-2020). The safety and well-being of these animals should be paramount.
