Mandate Public Access to Sex Offender Registry in Victoria

Mandate Public Access to Sex Offender Registry in Victoria
The Issue
This is a deeply personal petition that was born out of past trauma. I, the author, am a survivor of horrifying offences including sex trafficking, statutory rape, and the non-consensual distribution of explicit images. I've experienced the terror of abduction by a supposed 'safe' Uber driver and the unauthorised dissemination of my own explicit images when I was a minor.
I was gang-raped, manipulated, groomed, abused, and horrifically tortured by these traffickers. I personally knew the man who trafficked me. He was a close family friend of a girl I met at high school. His parents were aware of the situation. Others were aware of the situation, yet nothing was reported.
As a minor, I was harassed, victim-blamed, and called horrific names. Today, these men remain free in society. Most of them are married with children. These men are pedophiles. These men have children.
The trauma from these experiences is profound and long-lasting. Survivors of such heinous acts often suffer from complex post-traumatic stress disorder (CPTSD), antisocial personality traits, severe depression, generalized/social anxiety, and ritualistic obsessive-compulsive disorder (OCD). Building and maintaining relationships becomes an ongoing struggle. The psychological scars can be as debilitating as the physical ones, affecting every aspect of a person's life.
This type of trauma never truly ends for the victim. The memories and fear linger, affecting relationships, work, and daily functioning. Trust in others can be severely compromised, and the sense of safety is often shattered. It's a continuous battle to find peace and healing. The trauma essentially rewired my brain, causing damage to my limbic system and leading to significant personality changes. It's also caused my amygdala to shrink, further exacerbating the emotional and psychological toll.
I have been diagnosed with CPTSD, antisocial personality traits, severe depression, generalized/social anxiety, and ritualistic OCD. While I cannot speak to others' experiences, through extensive mental healthcare over the years, I have been told that these psychological disorders are very common amongst victims of this type of abuse.
Despite the grave nature of their crimes, justice has not been served. It is crucial to raise awareness and hold these individuals accountable for their actions to protect others from experiencing similar trauma. This petition seeks to bring attention to these injustices and advocate for the necessary legal actions against the perpetrators.
Thank you for taking the time to read and support this petition. Your help is vital in ensuring that these crimes do not go unpunished and that survivors like myself receive the justice we deserve.
Our goal is simple: mandate public access to the sex offender registry amongst all citizens in Victoria. It is crucial for all citizens to be aware of potential threats so they can adequately protect their loved ones, and the community; for children to be knowledgeable of dangers in their community; for everyone to be informed and vigilant.
Around ninety-three percent of child sexual abuse victims know their abuser, according to the Australian Institute of Criminology. Also, it is reported by the Australian Bureau of Statistics that from 2018 to 2019, sexual assaults numbered at a concerning 26,892, including both reported and unreported cases.
As of February 2025, Australia continues to face significant challenges related to human trafficking, particularly involving minors. Recent data indicates a concerning rise in such cases, underscoring the need for continued vigilance and intervention.
Human Trafficking and Exploitation Involving Minors
In the 2023- 24 financial year, the Australian Federal Police (AFP) received 382 reports of modern slavery and human trafficking offences, marking a 12.35% increase from the previous year.
Among these reports, 109 pertained to human trafficking, which includes cases of child trafficking.
The AFPS Australian Centre to Counter Child Exploitation (ACCCE) reported over 58,000 incidents of child exploitation in its sixth year of operation, averaging 160 reports daily. This represents a 45% increase from the previous year.
In a significant operation, Strike Force Parker uncovered a network of over 500 individuals involved in sharing child abuse material via online platforms. This led to the arrest of 10 men in Australia and identified numerous offenders internationally.
Over the past five years, the Geelong region reported 43 cases of intimate image-based offences involving minors, with more than half reported since April 2022. Experts believe this may represent only a fraction of actual incidents, as many go unreported.
