Mandate Marine Protection Measures such as Bubble Barriers in New Zealand

Mandate Marine Protection Measures such as Bubble Barriers in New Zealand
The issue
New Zealand's marine ecosystems are under increasing threat from construction activities such as piling, dredging (including the current exotic culerpa seaweed dredging projects) , blasting, drilling, and other underwater works. These activities generate harmful noise pollution, displace sediments, and disrupt marine habitats—posing serious risks to marine life, including endangered species like Māui dolphins, orca, and humpback whales.
We call on the New Zealand Government to mandate the use of bubble barriers and other effective marine protection measures for all marine-related construction activities.
Why This Matters
✅ Protecting Marine Life from Noise Pollution
Underwater noise pollution from construction activities can cause stress, hearing damage, disorientation, and even death in marine species. Bubble barriers significantly reduce noise transmission, protecting dolphins, whales, and fish from harmful exposure.
✅ Preventing Habitat Destruction and Sediment Dispersal
Dredging and piling release suspended sediments, which can smother coral reefs, seagrass beds, and critical marine habitats. Bubble barriers function as sediment curtains, limiting the spread of harmful particles and preserving water quality.
✅ Safeguarding Fisheries and Local Livelihoods
New Zealand’s commercial and recreational fishing industries rely on healthy marine ecosystems. Studies show that excessive noise and habitat damage can reduce fish populations and disrupt breeding cycles, threatening fisheries that contribute over $4 billion annually to the economy.
✅ Protecting Tourism and Recreation
New Zealand’s marine tourism industry, including whale watching, diving, and eco-tourism, attracts over 2 million visitors each year. Implementing marine protections ensures that these industries remain sustainable, securing thousands of jobs.
✅ Aligning with Global Best Practices
Many countries, including Germany, the Netherlands, and Denmark, already require bubble barriers and other marine noise mitigation techniques. New Zealand must follow suit to maintain its reputation as an environmental leader and meet international conservation commitments.
We urge the Government to:
Mandate bubble barriers for all marine construction projects where noise and sediment pollution pose environmental risks.
Strengthen marine protection laws to ensure stricter environmental oversight of construction activities.
Support research and innovation in eco-friendly marine construction techniques.
Enforce penalties for non-compliance to protect New Zealand’s marine ecosystems.
By signing this petition, we demand urgent action to safeguard New Zealand’s marine environment for future generations, local communities, and industries that depend on the ocean.
