Christmas Eve of 2025, the Somerset community lost an amazing husband, father, friend, and so much more to a tragic four-wheeler accident. William "WeeWee" Adkins was a passionate, highly skilled rider who had ridden ATV's since before his teenage years. Like so many other confident, experienced riders, he was not wearing a helmet when his accident occurred because Kentucky law does not require a helmet. His accident did not happen due to lack of skill or carelessness; a tie-rod end snapped mechanically, causing the accident. A simple piece of safety gear could have rewritten the ending, preventing severe trauma and saving his life. Instead, William leaves behind his wife, 4 beautiful children, and a community deeply shaken by grief. It’s a topic close to my heart, as I have seen firsthand the devastating consequences that can ensue when proper safety precautions are overlooked.

ATV and four-wheeler accidents are a significant concern, especially in areas with abundant outdoor recreational opportunities such as ours. Each year, countless riders, particularly young ones, are involved in accidents that lead to serious brain injuries, permanent disabilities, or worse, fatalities. According to the Consumer Product Safety Commission, there were over 15,000 ATV-related fatalities in the United States from 1982 to 2017, with a significant number of those being children under the age of 16. These staggering statistics underscore the need for a systemic change in how ATV safety is legislated and enforced. 

Currently, not every state in the U.S. mandates the use of helmets for ATV riders, despite the clear evidence demonstrating the life-saving benefits of wearing one. Helmets have been proven to reduce the risk of head injuries by about 85%. Isn't that reason enough to implement policies that require their use universally?

I am calling on state legislators to pass comprehensive laws making helmet use mandatory for all ATV and four-wheeler riders, regardless of their age or private or public property . This can be enforced through the implementation of fines and penalties for non-compliance, coupled with public awareness campaigns stressing the importance of wearing helmets on all rides.  

To honor William's legacy and ensure that we prevent as many tragedies as possible in the future, I am asking that this legislation be formally introduced as the 'William's Law'. Naming this bill after him will not only honor a beloved father, husband, and skilled rider, but it will also give a human face to this critical safety movement, reminding lawmakers and the public of the real lives we are trying to protect.

The time to act is now. We owe it to our families, our communities, and most importantly, ourselves to ensure safety is prioritized when enjoying the freedom and adventure that ATVs offer.
