Subject: Mandate for Policy Reassessment: U.S. Divestment from the State of Israel

To the Members of the Democratic National Committee:

For too long, United States Democratic voters and supporters have encountered a political environment in which they are effectively presented with an ever-recurring ultimatum at the ballot box: support unqualified foreign military aid and alliance policy toward Israel, or vote for an underfunded, lesser-known candidate who statistically does not win elections. It is no longer tenable for voters to carry this burden alone. They are increasingly demanding accountability and alignment with their interests of real, lasting peace and U.S. national security.

Consequently, this letter outlines the signees' expectations and provides critical, empirical facts regarding such. We, the signees, urge the Democratic Party to adopt the following platform positions. Elected officials who reject these positions risk losing substantial voter support during the 2026 midterm elections and beyond.

The signees expect the following goals to be integrated into the party platform by Friday, October 2, 2026:

  1. Immediate Financial Divestment: Transition away from unconditional foreign military financing for the State of Israel.
  2. Campaign Finance Integrity: Formally reject all campaign contributions from and cease coordination with the American Israel Public Affairs Committee (AIPAC) and its affiliated entities.
  3. Nuclear Transparency: Support a mandate requiring Israel to disclose its nuclear arsenal as a condition of continued diplomatic partnership.
  4. Legislative Lobbying Reform: Implement comprehensive reform of foreign-aligned congressional lobbying to ensure domestic policy reflects American constituent interests.
  5. International Legal Cooperation: Commit to upholding international law by facilitating the enforcement of International Criminal Court (ICC) warrants on U.S. soil.

Empirical Basis for Policy Realignment:

The following data points justify the necessity of these shifts in the interest of fiscal responsibility and democratic responsiveness:

  1. United States Financial Assistance to Israel Since 1946: Israel has been the largest cumulative recipient of U.S. foreign aid, totaling approximately $310 billion (inflation-adjusted). Current commitments include a Memorandum of Understanding (MOU) for $3.8 billion annually through 2028. Since October 7, 2023, direct military assistance has risen to between $17.9 billion and $21.7 billion. These figures represent substantial taxpayer funds that could otherwise address domestic priorities.

  2. Influence of Political Advocacy Groups: AIPAC and its affiliates have exerted significant influence, providing over $53 million in direct support to 361 candidates in the 2024 cycle alone. During the 2023–2024 cycle, AIPAC and the United Democracy Project spent nearly $127 million on campaign expenditures. This highlights the scale of financial influence by foreign-aligned advocacy groups on U.S. electoral outcomes.

  3. Nuclear Ambiguity and Security: While Israel maintains a policy of deliberate ambiguity, independent assessments estimate an arsenal of approximately 90 to 400 nuclear warheads. This lack of transparency stands in contrast to other nuclear-armed states and complicates international arms control frameworks.

  4. Domestic Fiscal and Strategic Opportunity Costs: The strategic rationale for this alliance is increasingly scrutinized by younger voters and progressive constituencies. Critics argue current policies escalate regional instability and impose large financial costs without guaranteed strategic returns. These resources could be reallocated to healthcare, education, and climate resilience.

Conclusion and Recommendation

Based on the foregoing evidence of substantial financial assistance and political influence on both the Democratic and Republican party, we demand that the Democratic National Committee reflect the values of its supporters and set itself apart through formal advocation for the divestment of U.S. taxpayer funds from ongoing and unconditional foreign military aid to the State of Israel. This realignment will ensure greater accountability and align the Democratic Party with the principles of democratic responsiveness.

Respectfully submitted,
