The Issue
The Maryland Police Accountability Act of 2021 mandated that all law enforcement officers (LEOs) wear body worn cameras by July 1st 2025. For some reason, this law does not extend to animal control officers (ACOs). I vehemently believe it should. Not only do ACOs have the power to hand out tickets, but also write orders outside of the court, and pursue charges inside the court against the public and our pets. Body-worn cameras protect all parties in situations and encourage accountability while establishing trust and transparency with the public
Having been both a complainant and a defendant with animal services, I have witnessed firsthand the complexities and challenges in these situations. I have spoken with multiple animal service officers, as well as other complainants and defendants. Moreover, I have observed how attorneys handle these cases in court, and have worked in defense of both those aggrieved and those ticketed. These experiences vividly highlighted for me the critical need for body-worn cameras among Montgomery County Animal Control officers.
Body-worn cameras have become an effective tool in law enforcement across the nation, offering transparency and a clear record of interactions between officers and the public. With technology like this, misunderstandings can be minimized, and all parties involved in Montgomery County animal service cases can rest assured that their interactions are documented accurately. Considering this, it's crucial for the welfare of both animals and residents of Montgomery County that we adopt body-worn cameras in animal service investigations.
Reports indicate that in jurisdictions where body-worn cameras are used, there is a notable drop in complaints against officers.
