The Issue

The Civil Services Examination, which remains India’s most prestigious national examination. The Civil Services Examination is not merely an academic test; it is the instrument through which the Republic identifies future administrators, policymakers, and public leaders from across every region, language community, and socio-economic background. In that spirit, we respectfully submit that the present practice of providing the Preliminary and Mains Examination question papers, primarily in English and Hindi creates unavoidable difficulty for a large number of candidates whose primary language is one of the other languages (Assamese, Bengali, Bodo, Dogri, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Malayalam, Manipuri, Marathi, Maithili, Nepali, Oriya, Punjabi, Sanskrit, Santhali, Sindhi, Tamil, Telugu, and Urdu) recognised under the Eighth Schedule of the Constitution of India. 

While English and Hindi continue to serve important roles in India’s administrative and educational framework, a truly national examination of this stature should reflect the full linguistic diversity of the country and should not, even inadvertently, create structural disadvantages for candidates on the basis of language background. 

During this year’s examination (UPSC CSE 2026), especially in the comprehension and language- related components, many candidates from regional language backgrounds felt that the level and the style of language used required substantial effort in interpretation. As a result, candidates were often compelled to devote disproportionate time and mental energy in understanding the language itself rather than demonstrating what the examination is meant to test: knowledge, reasoning ability, analytical skill, and understanding of governance, polity, economy, and public administration.

Such linguistic barriers can also affect the confidence, concentration, and overall performance of otherwise highly capable candidates. When a candidate’s merit is overshadowed by language difficulty, the examination may fail to measure true potential and may unintentionally exclude deserving aspirants from effective participation in public service.

This concern is especially significant in a country as linguistically diverse as India, where talent is spread across many languages and regions. So it is the fundamental right of every candidate belonging from regional language mediums to get a question paper in their own comfortable language mentioned in eight scheduled languages (Assamese, Bengali, Bodo, Dogri, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Malayalam, Manipuri, Marathi, Maithili, Nepali, Oriya, Punjabi, Sanskrit, Santhali, Sindhi, Tamil, Telugu, and Urdu) from the constitution of India. Which creates equal opportunity from examination perspective. Because prelims and mains examination is crucial step of entire process.
