Make the practices of killboxing and kettling illegal
The Issue
Renee Good’s tragic, preventable slaying was an unavoidable consequence of ICE agents using a police tactic known as killboxing. This dangerous practice involves surrounding and trapping civilians, with armed agents in every direction, effectively giving them an illusory justification to use force. This, coupled with practices like directly blocking or interfering with even congressional oversight, preventing ambulance crews from rendering aid, and unattainable arrest quotas, has led to a might makes right mentality that completely ignores constitutionally guaranteed rights.
Killboxing, alongside the equally alarming practice of kettling, poses a severe threat to public safety during protests and demonstrations. Because Kettling, esentially scaled up killboxing, always involves crowds of people, it often guarantees violent incidents when employed, in turn providing justification for force. If the police fail to incite protestors, they can be indefinitely detained without food and water, violating international treaty human right protections. Numerous studies referenced by Mark Neocleous' paper Kettle Logic (Douglas 2010; Ridler 2011; Rowan 2010; Taşkale 2012) have shown that incitement is the typical result, when protesters are faced with starvation and death as the only alternative.
No laws, not even after the death of Renee Good, or incidents involving kettling after the death of George Floyd, no regulations govern these practices. The closest the US has come was a June 2020 lawsuit filed by the ACLU in Portland, Oregon. The city of Oregon paid close to $1 million ($938,330) in “monetary relief for the journalists and legal observers who Portland police injured in 2020”. Over five years later, with the deafening silence from Washington and the media regarding the practice of killboxing that led directly to agent Jonathan Ross slaying Renee Good, and the later comment by ICE "Have you not learned? This is why we killed that lesbian bitch!", it is clear the chilling effect this practice has is not only undeniable, but the clear intent.
To safeguard public safety and preserve the right to peaceful assembly, we need clear guidelines and enforced laws. We demand the immediate prohibition of killboxing and kettling practices by law enforcement agencies across the nation. By passing laws to ban these tactics, we can once again guarantee our first and fourth amendment rights and ensure that protests do not become bloodbaths whose only purpose is the collection of heads on so many pikes.
