Make Pune Breathable Again

The Issue

I, the undersigned, am a resident and stakeholder in Pune. The city’s air quality has repeatedly declined into the moderate to poor category, with AQI levels exceeding safe limits on multiple recent occasions, including instances where pollution reached the very poor range.  Doctors have advised against early morning outdoor activity due to sustained poor air quality, noting a tangible rise in respiratory issues among residents. 

Despite efforts by the Pune Municipal Corporation, including warnings against open burning to mitigate PM2.5 and PM10 emissions, air quality remains a persistent concern.  Residential areas, workplace zones, and public spaces experience high dust levels, aggravated by continuous construction, traffic emissions, and urban activities. Reports indicate a significant drop in “good air days,” with only 52 such days logged in 2024 compared to 79 in 2023. 

The impacts are concrete and widespread: increased incidence of respiratory ailments, greater dependence on masks and air purifiers by ordinary residents, and health advisories for vulnerable populations.  Sustained pollution threatens public health, economic activity, and Pune’s standing as a livable city. If the current trajectory continues, health costs will rise and quality of life will deteriorate further.

In light of these facts, I call upon the Pune Municipal Corporation (PMC), Maharashtra Pollution Control Board (MPCB), and relevant authorities to enact and enforce the following:

Real-time, transparent AQI reporting for all wards, with public access and daily updates.

Strict enforcement of dust mitigation protocols at construction sites and road works, including mandatory covers and water suppression.
Immediate ban and penalties for open burning of waste, biomass, and coal in residential and commercial areas.
Enhanced vehicular emission controls, regular audits, and incentives for clean public transport and electric mobility.
A legally binding, time-bound Clean Air Action Plan with independent audit and public accountability for all implementation milestones.

Clean air is a fundamental right tied to public health and sustainable urban development. Prompt and enforceable action is essential to protect Pune’s citizens now.
