Make Period Products Free and Widely Available In England

The Issue

The average lifetime cost of having a period is £20,359. Basic biology shouldn’t come with a bill this high.

Periods are a biological reality for half of the population, but for millions of women and people with cycles in the UK, they’re also a financial burden they didn’t ask for.  

This is more than just a "tampon tax". This is the true Cost of Bleeding — a compulsory expense that accumulates over a lifetime of menstruation. It can include things like:

  • Essentials: Pads, tampons, menstrual cups, pain relief
  • Healthcare: Private GP or gynecologist appointments, prescriptions
  • Hidden replacements: New bed linen, underwear, clothes stained or damaged during periods

In 2021 Scotland showed what leadership on the issue can look like, when they changed the law to make period products available free of charge to anyone who needs them. Other parts of the UK, including Wales and Northern Ireland, have also taken steps to provide them in schools and community settings.

It’s time for England to do the same.

That’s why we’re calling on the UK Government to lower the cost of bleeding and provide free period products for all.

The Cost of Bleeding doesn’t stop at money. Its hidden impact deeply affects people’s everyday lives. 

According to the research:

  • 41% of people have missed work because of their period.
  • 36% say the cost is a direct source of stress and anxiety.
  • 3 in 4 people report that managing these costs is only getting harder.

This isn't a personal problem. It's a health equity crisis and it’s time for the UK Government to lower the cost of bleeding.
