Make Peel Centre Parking Free Again – Stop Ocean Parking’s Fines
The Issue
To: The Peel Group (Landowners of Peel Centre Stockport)
We, the residents, shoppers, and businesses of Stockport, are calling on The Peel Group to immediately review and reverse the current parking enforcement system at Peel Centre Stockport.
Since Ocean Parking was appointed to manage the car park, hundreds of customers have received unfair and aggressive fines (Parking Charge Notices), often due to:
- Unclear signage
- A purposely confusing M&S validation process
- Changes to T's and C's often
- Payment machines that are not user-friendly
- No grace period for honest mistakes or brief visits
- Unfair appeals process
This has caused widespread frustration, local boycotts, and loss of business for retailers at the Peel Centre. Shoppers are avoiding the site altogether, costing your tenants vital footfall and damaging the centre’s reputation.
Your enforcement partner, Ocean Parking, has responded dismissively to public concern, and has shown no willingness to address the issues raised by our local MP, Navendu Mishra, or his constituents.
We demand that you:
Immediately end the contract with Ocean Parking or suspend their enforcement
Reinstate free parking (or at minimum, a 2-hour free period)
Simplify signage and the validation process for shoppers
Act before the Parking (Code of Practice) Act 2019 is enforced, which will regulate and restrict these exact kinds of exploitative practices
Your tenants deserve thriving businesses. Shoppers deserve fair treatment. The current system is punishing people for trying to support local retail.
We call on The Peel Group to act now—listen to the community, put fairness before fines, and make the Peel Centre welcoming again.
