As a representative of crew members across the globe, I am deeply concerned about the dangerous practice of passengers attempting to retrieve their hand luggage during emergency aircraft evacuations. This irresponsible behavior puts lives at risk and endangers both passengers and crew members. To ensure safety and prevent potential tragedies, we urge the implementation of legislation making it a federal offense to remove any luggage during such critical moments.

In emergency evacuations, every second lost could mean the difference between life and death. When passengers prioritize their personal belongings over their own safety and the safety of others, it delays the evacuation process and can lead to catastrophic outcomes. Studies from aviation safety organizations reveal that the average time for a full aircraft evacuation should be under 90 seconds. Yet, incidents have shown that passengers retrieving their bags significantly extend this timeframe, putting everyone onboard in jeopardy.

Consider this: in 2015, British Airways Flight 2276 experienced an engine fire that required a swift evacuation. Despite the urgency, some passengers stopped to collect their belongings, causing dangerous delays. More recently, in 2019, an Aeroflot Superjet crashed in Moscow, resulting in a fire. Tragically, 41 lives were lost, and investigations suggest that passenger interference with the evacuation process may have played a part.

To protect lives and prioritize human safety over material possessions, I propose that removing luggage from an aircraft during an emergency evacuation be classified as a federal criminal offense. This law would serve as a deterrent, ensuring passengers understand the critical importance of immediate evacuation without hindrance. Equipping flight attendants with greater authority to enforce this regulation and educating passengers about the risks involved from the outset of their journey will also be crucial steps in fostering a culture of safety.
