The Indian dog was hounded away with kicks and punches. Many animal activists are calling this gesture cruelty and demanding punishment for people who kicked the dog. But forget about punishment till date no apology from the management of IPL or people who did this.

Animal activists are saying that due to weak laws such cruelties are happening & they are demanding amendment in existing animal laws to make them stronger. But will stricter laws bring change in the negative mindset of Indians towards Indian dog?

For these children torturing dog is fun not cruelty. Neither they have been told at home nor in school that what they are doing is animal cruelty and such cruelties are punishable.
The following video is of an animal rights activist who went to take help from police in a case of dog cruelty but as usual the police were unaware of animal laws & instead of helping they mocked and made fun of the complainants.

Indian dogs are often called ‘awara’ (stray) & ‘jungli’ (wild) and beating, kicking, shooing them away & relocating them is quite common in India. People are ignorant both about animal laws & right behaviour towards dogs.
Prevention of cruelty to animals Act came in 1960 but when the police of Delhi the capital of India is unaware of these laws then what can be expected from police of other parts of India
PCA Act unfortunately became a secret document between animal activists, lawyers who fought animal cruelty cases & few self-taught compassionate citizens who cared for animals. For majority of Indians including policeman, administrators, teachers, doctors, judges, politicians etc. PCA Act is unknown. The Act never reached schools & colleges of India. No compulsory training was given to police personnel or the administrative officers. If there was awareness of laws then majority of Indians would have never kicked, beaten or killed dogs. And no Indian child would find torturing dog fun & amusement.
ABC rules which came in 2001 met a similar fate. Except few NGOs and few municipal corporations in metropolitan cities like Delhi & Mumbai majority know nothing. As a result many Indian dogs are picked up & killed by corporations.

Just imagine when govt bodies are blatantly flouting laws then how can we accuse common man of dog cruelty?
Inspite of ABC rules prohibiting relocation of sterilized dogs, during VIP movements & national events like Independence Day & republic day celebrations dogs are picked up like garbage by the corporations and kept in shelters till the event is over. And during these illegal pickups many dogs get injured, sick and relocated. What municipal corporation of Delhi did with Dogs of Delhi during G20 that too with support of Animal welfare bodies is not hidden from anyone. Hence, the worse cruelties to dogs of India are being done by corporations with full knowledge and support of animal welfare bodies.
Were Indian dogs always treated so badly? Once upon a time every Indian household used to feed first chapatti to cows and last one to dogs. There were no dog haters. Dogs were never kept indoors as pets but were kept outside as guards to guard homes. And each dog was fed by multiple households, hence, India practiced community ownership of Indians dogs.
Things changed when British came to India with their pet dogs. They looked Indian dogs with hatred & prohibited their entry in public places. Gradually the Indian elite also started adopting foreign breed dogs as pets and started looking their Indian dogs with contempt. Community dog suddenly were being called stray, wild, rabid and people started beating them, killing them and shooing them away.

This negative mindset continued even after independence post 1947. On complaints by Indian residents Municipal corporations used to pick up dogs and killed them or relocate them in jungles.
Thanks to Blue Cross India who just to stop killing of innocent Indian dogs evolved ABC in 1964 to control their population. WHO adopted ABC and countries like Netherlands & Bhutan benefited from it. But unfortunately ABC got implemented in the most random, complaint centric and secretive manner & the result is right in front of us.
WHO has mandated canine rabies elimination from the world by 2030 but till date there is no action plan for mass vaccination for dogs in India and nor there is any awareness about canine rabies. The general perception of Indians is that any dog bite can infect them with rabies. Thus this has become another reason for dog hatred and cruelties towards them. Dogs do not bite without a reason nor a bite from a non rabid healthy dog infect anyone with rabies yet people are unaware of this and the animal welfare bodies are not even making any effort to bust these myths.
Will real issues which are responsible of dog cruelties ever get addressed or people of India be fooled to believe that it is weak laws which are responsible for animal cruelties in India?
Indians got their freedom in 1947 but will Indian dog ever get his share of freedom to live a dignified life or will he keep suffering & eventually perish in silence?
