On 1st October 2020 a news got published which said that few days back 13 villagers in Khammam, Telangana were bitten and attacked by a dog when they were returning home from work. The men were given medical treatment and on Thursday the village Panchayat people visited the village and caught the dogs. The news doesn't say what happened to the dogs. Where have they been sent? Are they even alive?

But the way they have been picked it doesn't seem that they are in good condition( pic in the post).

The dog that bit was only one but the villagers have caught several dogs. So one can imagine what kind of lawlessness prevails in this part of the country.  

What do the majority of people living  in Khammam think about dogs?

Obviously for them dogs must be devils, demons and wild, vicious animals who bite and attack innocent men,women and children and hence they have no right to live and so should be killed. 

Unfortunately this is what many Indians also think.

Let's see the sequence of events which have taken place in this region.

Just last year in March, 2019 twenty stray dogs were mercilessly killed in Khammam. Not even small pups, pregnant dogs and lactating mothers were spared. After the animal rights activists intervened and protested against such a heinous act the blame game started. While the Khammam municipal corporation refuted the allegations and said that they didn't kill the dogs.  The locals told that it was the corporation employees who poisoned the dogs to death. They did it after they received complaints by the locals of stray dogs attacking them and their children. The Municipal commissioner told the animal rights activists  that the corporation had no hand in killing the dogs and it was probably the local leaders who killed the dogs by hiring professionals. The commissioner also gave full assurance to the activists of implementing the ABC programme and creating awareness regarding it amongst the people of Khammam. The animal rights activists didn't lodge any police complant. And see today what has happened? More dogs being killed and people still being attacked and bitten by dogs. And the best part is that now local leaders (Panchayat) have taken law into their hands and picking up dogs which is against the law. And the administration is doing nothing about it. 

Well this is how the ABC programme has been implemented in Khammam from year 2019 to 2020 and this is the level of awareness people of Khammam have received about the man's best friend.

Just few days back in the month of September a dog was beaten to death by rods just because he attacked five people including women and children in Hyderabad, the capital of Telangana. Again no police complaint was lodged against the perpetrators. It was also reported that a woman pillion rider met with an accident and died after a pack of dogs chased their bike. What happened to the lady is indeed very unfortunate. This shouldn't have happened. Human life is very precious and it should not be wasted like this? And just why should men, women and children be attacked and bitten by dogs?   

Pain of any form and to anybody should not be tolerated. But are dogs really responsible for the pain which has been inflicted on these humans?

By seeing the sequence of events it is very clear that Khammam and the adjoining areas of Hyderabad are not dog friendly. People easily beat dogs and kill them without any fear of law. It also seems no one has ever been prosecuted in this state for dog cruelty. 

While the human victims of dog attack and dog bite have been expressing their anguish, pain and trauma which they suffered but what about the dogs?   

Has the Village Panchayat of Khammam or the municipal corporation ever tried to find the root cause of dogs being so hostile? That why do they attack people, bite them or chase them?

Well if they don't know then they better know that dogs on the planet Earth are considered the man's best friend. And the Telangana dogs are definitely no exception because they have not been deported there from planet Mars. They have become so hostile because of two primary reasons:

1 Human atrocities towards them due to negative mindset of people.

2 Over population of dogs leading to hunger, sickness and irritability.  

Both the above two reasons make dogs attack and bite people. 

Definitely all the dogs of Khammam are not rabid. Their wild behaviour is the result of human atrocity and inhuman living condition ( no food, no water, no shelter).  

These are few incidents pertaining to dogs which have got reported that too because it were humans who had become victim of dog bites and not vice versa. There must be hundred of cases of dog cruelty which may be going unreported in the state. 

The state Govt of Telangana definitely needs to work on three things on a priority basis. It just cannot afford to shut their eyes and pretend not to see the man-dog conflict which is rising at an alarming rate in their state. 

1 They need to implement the ABC programme across the state

2 They need to create awareness amongst the local people about the ABC programme and the dog rules

3 they need to educate people about dog behaviour. 

A dog chasing a car, bike or a scooter may be easily stopped  but  people just don't know how to stop him. They often increase their speed and try to shoo the dog away by swinging their legs towards the dog or throwing something on him.  And all these acts instead of stoping the dog, further provokes the dog to chase them and bite them. 

The driver or the rider just needs to stop the vehicle or slow down the vehicle  to stop the dog from chasing them and biting them.

Who will teach this simple technique to the people of India?

Municipal Corporations please wake up...................
