

Recently in many DDA colonies in East Delhi the Delhi Govt has handed over the colony parks to the RWA. Earlier the cleanliness and maintenance of the park was being done by the MCD (Municipal corporation of Delhi). It was there gardeners and sweepers who used to maintain the parks and clean them.
With this recent shift of ownership many things have changed. While the RWAs are happy that they are now the caretakers of the parks but they are quite ignorant about the dogs laws.
Some came out with no entry for dogs poster in the parks .This is not permissable as per animal welfare law.
As dogs are territorial so there are dogs already living in parks. So getting them removed from their area is not permissable. And as far as pet dogs are concerned one cannot stop the owners from getting their dogs in the park. They too need open and fresh air and green environment.
Many people are not aware of the fact that the stray dogs eat grass when they have an upset stomach. This acts as a medicine for them. Many pet owners also encourage their dogs to eat it.
Anyhow the swachtta abhiyan (cleanliness drive) which was started by our honourable Prime Minister to make India clean and healthy is actually being used by many especially the dog haters to get the dogs removed from the parks.
People break the water pots kept for the dogs in the parks and even accuse them of making the parks dirty.
The picture in this post is of a park in an East Delhi DDA colony where there are two dustbins. The bins were installed by the MCD but is now under the control and supurvision of the RWA. The bins were installed for the garbage of the park but if ones sees the picture carefully the bins are inundated with home garbage. Everyday the bins are filled with home garbage and they spill over as the bins have a limited garbage capacity.
The residents of the area are using the park bins for throwing their own kitchen and home garbage. One finds baby diapers and stale food along with all the rubbish of the house.
The poor dogs who have not been trained to behave like humans pick up the garbage waste especially especially diapers and stale food and roam around with it. This obviously makes both the parks as well as the adjoining areas dirty.
Now whom do the residents blame for all the dirt and filth in the park?

But are they the real culprits?
The RWAs need to put boards in the parks saying that the bins in the parks are not meant for home garbage but they are reluctant to do it because they don't want to annoy their residents who will be soon voting for them and electing them in the next elections.
Garbage area is one of the main sources of food for the stray dogs. With the cleanliness drive the garbage area are getting rid of such food waste and the stray animals are finding it hard to get food.
What needs to be done:
As the home garbage area are being cleaned and there is hardly any food lying in and around the garbage area so there is a need to make alternative food arrangement for the dogs of that area. Why should they be starved to death?
Food stations may be installed near the bins so that the dogs of that area do not starve to death and also do not make the place messy.
Apart from this the caregivers should be encouraged to feed the dogs so that they do not depend on garbage bins for their food.
As far as park garbage bins are concerned boards should be put up by the RWA / MCD in the parks which clearly mentions that the park bins are not to be used to throw home garbage like diapers and waste food.
Is it fair to penalize the dogs for the mistakes being done by the two legged selfish being?
