Avtar Singh is the Mayor of North Delhi constituency. His latest interview on Rajya Sabha television on stray animals clearly shows his love and compassion towards the man's best friend.
After listening to him one gets a sigh of relief and a hope that Delhi the capital of India still consists of politicians who don't bother about vote bank. They believe in rule of law and have empathy towards the voiceless souls.

The panelists consisted of
Dinesh Chand, Municipal Commissioner, Ghaziabad
Sujit Dutta, Deputy Commissioner, Animal Husbandary Dept, Govt of India
Abhinav of Fauna Police, an Animal right activist
Suresh a victim of dog bite
Well the discussion was good and all the panelist were quite supportive of the ABC programme and agreed that the ABC programme is the only way to reduce the man- dog conflict. Although the anchor of the programme kept asking them if the law needs to be changed? Is the law a deterrent in bringing s peaceful solution?
The Dog rules 2001 is the best way to tackle the dog population in a humane manner but unfortunately the implementation of the programme has been not done properly.
Hence the law need not be changed but yes the way the law is being implemented needs a drastic change.
Avtar Singh is one rare politician who belongs to the same party to which the mayors and councillors of East Delhi Municipal Corporation also belong. The ones who have come out with an illegal decision of relocating dogs into shelters.
We would request Avtar Singh to give some tuition classes on dog behaviour and rabies to his colleagues so that their view and attitude towards dogs also changes.
The Minister of Information and Broadcasting Prakash Javadekar also deserves appreciation for starting such awareness programmes on national television.
Coincidently he is also Minister for Environment and Forest.
But this ministry needs to do a lot especially the Animal Welfare Board of India. It needs to become stronger.
The law for animals need not change. What needs to be changed is man's attitude towards the man's best friend.
The caregivers of India firmly believe that if the ABC programme is systematically and scientifically done with people's participation the man - dog conflict will just vanish in just two years time.
Environment Minister, Chairman Animal Welfare Board of India, Commissioners of Municipal Corporations and Animal Husbandary of India please see to it that no injustice is done to the man's best friend.
We don't need to build shelters for them. All we need to build is love and compassion in the hearts of people for these voiceless souls.
We need to do correct parenting so that our kids are not scared of them
As teachers we have to teach our students to show compassion to them
As citizens of India we need to show respect to the caregivers who financially, physically and emotionally are doing everything possible to protect the voiceless souls.
And as humans we should empathize with these voiceless souls.
