This week, I sat in a meeting with four people from Colorado's civil rights enforcement agency - and walked out with two technical problems that needed answers before this bill can survive a legislative hearing.
By the end of the week, both had answers.
The first: a full legal research memo documenting why caregiver status fits the Colorado Anti-Discrimination Act - built on Supreme Court precedent and empirical data showing that caregiver protection laws are associated with fewer civil rights filings, not more.
The second: a seven-section fiscal note, built from the agency's own historical data, showing the bill costs $237,229 per year in ongoing General Fund - and that cost is fully offset if the CARE Act prevents just 12 people from entering institutional nursing facilities.
Twelve people. Out of 910,000 Colorado family caregivers.
