Why this petition matters

Purpose of Petition:
1. To protect children from Child Sexual Abuse Grooming also called Premeditated Child Sexual Abuse.
2. To clearly define what child grooming actually is, by introducing the terms Child Sexual Abuse Grooming and Premeditated Child Sexual Abuse.
3. To ensure that the pro-pedophile movement which seeks to relax child sexual abuse laws will be thwarted and in fact this law will facilitate appropriate prosecution for deliberate offenders.
Mission of Petition:
1. To get the attention of political parties to obtain a bill number, and pursue legislation to make child sexual abuse grooming, The Ressurrection Graves Child Sexual Abuse Grooming Act of (insert year of completion)
2. To Make Child Sexual Abuse Grooming A Felony with a Life Sentence

4. To create a National Clearinghouse specifically for child sexual abuse education, intervention, prevention, healing and legislation
5. To create an anonymous database for victims who volunteer their stories in an effort to connect repeat offenders and actual victims for prosecution
6. To support Dr. Judith Reisman in obtaining a Congressional investigation into The Kinsey Institute who collects journals of pedophiles with various forms of heinous child sexual abuse in the name of “research” and “science”.
7. To increase the age of consent to 18 for all states in the United States of America
8. To end the statutory rape by allowing children who are 16 or older to have a three year age difference. For example: (Ages 16-19, 17-20, 18-21) Within this law it will be clear that at an age that is out of the three years, it will be considered child sexual abuse grooming in some cases.

Current Legislative Efforts
The Adam Walsh Act of 2006 is the only “child grooming” law that exists, and it is not related to child grooming at all. This law is in place concerning online pornography and abduction. Make Child Sexual Abuse Grooming a Felony would replace the term “child grooming” and use it by accurate definition, and The Adam Walsh Act of 2006 would be more relevant to The Center for Missing and Exploited Kids.
The Megan Kanka law was created because the child was raped and murdered by a neighbor. This prompted a set of laws that allowed individual states to register sexual offenders on a registry. For example, Texas currently does not have a sexual offender registry because they cited that it costs too much money to implement. These set of laws have not had the kind of response that communities have hoped for as sex offender registries to do not have a way of adding perpetrators who are not convicted of a crime. This legislation will help to identify people who may be perpetrating without conviction however the list would not be open to the public, and would only be used in the case that crime is linked to more than one case against an alleged perpetrator.
Erin Merryn created Erin’s Law so that children would be required to have child sexual abuse education in elementary school as a form of prevention. While I am so excited for Erin Merryn and I support her efforts to end child sexual abuse, I do not see a difference between this new law, and the ones that have come before it.
You see, Erin Merryn will admit that she did have “Stranger Danger” in her Illinois school system, and I had “Good Touch, Bad Touch.” These are examples of child sexual abuse education. If the prevention curriculum ends up in the hands of any 20-30% of child molesters who are teachers it could serve as a grooming tool.
Additionally, mandated in-school, unsupervised child sexual abuse education could be a problem if they change the definition of pedophilia to make it a sexual orientation and not a mental illness. They will then be covered by their constitutional rights, and parents will be “discriminating” to request a different teacher to keep their child safe.
My father said to me when I was a baby in his arms that, “I can’t wait until you get older. I am going to get your boot-a-bucket.” My sister heard this and confessed to my mother. What I believe will change the course of child sexual abuse is to make grooming a felony charge that carries serious time.
Education:
• Child Sexual Abuse Prevention Classes for Parents (accredited or non-accredited)
• Child Sexual Abuse Prevention Classes for Teachers (in a degree or certificate program)
• Child Sexual Abuse Prevention Classes for Students (should be an elective course with parents)
There has been years of ongoing dispute as to whether the teachers and school system are primarily responsible for the care of a child or whether that sole responsibility lies in the hands of the child’s parents. I have always believed that it takes a village to raise a child so in this bill; you will see that the responsibility will lie at the breastplate of all parties involved.
Child Sexual Abuse Prevention Classes for Parents
In this bill, parents will be required to attend an accredited or non-accredited class in child development at an institution of learning that is located on a college or university campus, or a continuing education course where a certificate can be obtained. The course will be solely dedicated to child sexual abuse prevention. Parents will be taught the Ten Ways to Safeguard Your Child from Sexual Abuse, and it will be updated with current statistical data using information that is relevant in classrooms.
To ensure that every child’s parent has taken this course, they will be required to provide this information in any head start, daycare, or educational setting including pre-kindergarten. Just as there are requirements for children to have their vision checked, proper dental and medical records, they will also be required to have documentation that their parents are familiar with child sexual abuse prevention on their behalf. The Ten Ways will cover everything that you need to know about protecting a child from being harmed.
Child Sexual Abuse Prevention Classes for Teachers
Many teachers spend more hours with their students than the parents do. They in some cases spend more than one meal with them, and for younger students monitor their naps. Teachers are, and should be responsible for the welfare of the children they care for. Part of the noble position of a teacher is the opportunity to observe any crisis that may be at home which could be poorly affecting a child’s life – such as child sexual abuse. Teachers are not currently equipped with that knowledge, and all information is diverted to social workers and counselors.
Teachers would have a greater chance at observing and identifying abuse if they had the same awareness and prevention information. In fact the entire school should be required to have the same information. Therefore, I believe that all degree and certificate programs should require a teacher to be certified in a course albeit continuing education or part of obtaining their degree to include child sexual abuse education.
Everyone in the school building should be identified as mandated reporters and have information that can support them in preventing predators from lurking in and around schools and classrooms.
By making this a requirement, we will reduce the 20-30% statistic which holds teachers as pedophiles, because teachers will be able to speak up if the notice inappropriate behavior of a colleague.
Child Sexual Abuse Classes for Students
This part of my bill mirrors Erin Merryn a bit. In Erin’s Law all children are required to have child sexual abuse education. What I believe has been absent was a specification on grooming with confusion and manipulation that takes place when perpetrators change the course of the relationship.
Learning how to identify when the shift in the relationship at an age appropriate level takes place, is crucial for preventing child sexual abuse. The parent should be present for all sex education classes with children, in this bill it will be a requirement for parents to take this class with their child.

Let’s review the mission of this petition:

On a radio show, I was asked how the petition is doing in Washington. I want to see the petition increase its numbers before I start knocking on Captiol Hill’s door! If we get enough momentum guess what? They WILL knock on ours!
2. To Make Child Sexual Abuse Grooming A Felony with a Life Sentence
Many people believe that capital punishment is appropriate for sexual abuse, and as a parent, I agree! However, capital punishment is controversial in and of itself. What I need from you, is a clear message about whether you believe that capital punishment is something you would vote for, in the meantime it is my belief that a life sentence per charge is sufficient.
3. To Make Child Sexual Abuse Grooming A Felony without the option of parole or suspended sentence
There are many statistics which show that few pedophiles and child molesters do any time at all. They are often given early parole or suspended sentences, which undermines the severity of the crime. We are calling for no possibility at all, for parole or suspended sentence because there is no cure for pedophilia, and often child molesters and pedophiles offend hundreds of times before they are ever caught.
4. To create a National Clearinghouse specifically for child sexual abuse education, intervention, prevention, healing and legislation
This would be my life’s work, to create this kind of organization that has evidence-based studies, and provides the type of programs, support groups, legal assistance, and other resources needed to end child sexual abuse altogether and hold the perpetrators accountable. There is NO national clearinghouse like The Center for Missing and Exploited Children which explains why people are so confused about what child grooming is, because they’ve managed to group it all together. It is confusion, but this organization will be the host body for training the trainers, and providing necessary engagement within communities to reduce the number of child sexual abuse victims. Our other main focus will be reducing the statistics of victims who experience mental illness, homelessness, prostitution, aging out of foster care, narcotics and substance abusers.
5. To create an anonymous database for victims who volunteer their stories in an effort to connect repeat offenders and actual victims for prosecution
The idea is to collect data from victims who share their stories of abuse. The victims remain anonymous and this is not a public database, only available should multiple victims share connections in their stories about the same perpetrator.
Should the perpetrator be caught, they could be contacted to be a part of seeking justice. In the media, when a perpetrator is apprehended, there is often a call for other victims to come forward. This database will serve as an information bank for alleged perpetrators, and no names will be given unless there is a match and an investigation launched by criminologists who work on our team.
6. To support Dr. Judith Reisman in obtaining a Congressional investigation into The Kinsey Institute who collects journals of pedophiles with various forms of heinous child sexual abuse in the name of “research” and “science”.
Dr. Judith Reisman has spent her entire career unraveling the affects of Dr. Alfred Kinsey, who was a sadomasochistic homosexual-pedophile, who believed in free sex with all including the practice of bestiality. Hugh Hefner claimed to be Kinsey’s pamphleteer, and Dr. Reisman won a case of libel where Hefner sued her for alleging he produces child pornography. Kinsey’s findings about the “average American family” (while he molested and rape thousands of children with co-conspirators) were falsified. Those who believed in his lies, and principles have promoted his work, and put children in tremendous danger.
7. To increase the age of consent to 18 for all states in the United States of America
There are some states that have the age of consent for sex as young as 13 one person shared with me, who works in the social work community. Some states are 16, however, we understand that neuroscience has confirmed that our brains do not fully develop until the age 24-25. This means a 16 year old cannot be a consenting adult. At 18, with reasonableness dating will afford them an opportunity to consent in college, or in the workforce.

Some parents exaggerate the innocence of their children by running to get a rape charge against someone who is a peer, and the child has indeed consented to sex with that peer. In order to protect against cases which may be falsified or consensual relationship within an age range where both parties have similar brain development (providing compatibility with backgrounds), removing some limitations within the statutory rape laws will support individuals in developing relationships that are legal.

· All forms of forcible rape (anal, vaginal, oral)
· All forms of grooming to include molestation (touching)
· All forms of non-touching molestation (pornography, or other viewing)
· All forms of heinous sexual abuse in ritual, religion, and grooming
