For many Canadians, a carry-on bag is not a luxury—it is a basic necessity of air travel. Yet airlines increasingly advertise low base fares while charging passengers substantial additional fees simply to bring a reasonable amount of luggage into the cabin.

Airlines should not be able to make essential travel appear affordable by separating basic luggage from the advertised fare. A standard carry-on bag should be included in the price of a ticket, just as passengers expect a seat to be included. Additional fees should be reserved for optional services or luggage that goes beyond a reasonable standard allowance.

This issue affects families, students, seniors, workers, and everyday Canadians who rely on air travel. For people already facing rising travel costs, the unreasonable expectation that carry-on luggage is not included in base fare can turn an affordable flight into one they can no longer reasonably afford.

We call on the Canadian Transportation Agency and the Government of Canada to establish clear and consistent rules requiring Canadian airlines to include a standard carry-on bag in the base fare of flights, while ensuring that any additional baggage charges are reasonable, transparent, and clearly disclosed before a ticket is purchased.

Canadians deserve to know the real cost of their flight before they click “purchase.” A fair ticket price should include the ability to bring a basic carry-on bag.
