Maintain Uniform 6-Week Rotations Across All DMV Contact Centers

The Issue

In response to Governor Newsom's Return to Office Mandate the DMV contact centers made it's employees aware July 1st 2025 they would be increasing our in office rotations to once every 3rd week instead of once every 6 weeks as it has been. There are 3 contact centers total that service CA. Despite our union negotiating a delay of the Return to office mandate until July 2026 the DMV contact centers are now claiming the increase of in office rotations are due to operational needs. Which was not initially the case. There is no operational need for us to be in office more frequently when we do the exact same job, the exact same way from home. There is NO difference in how we operate in office. In addition it was stated one of our 3 contact centers will remain at 6 week rotations and 2 of them will do 3 week rotations. This is concerning and raises questions about fairness. Uniformity across all centers is essential to ensure equitable treatment of all employees, whether they are teleworkers or permanent in-office agents. We would honestly like to do away with in office rotations all together, but keeping it at 6 weeks is a start. There is NO valid reason any contact center employee needs to be in office unless it is their preference to be. 

Frequent in-office rotations, such as moving to a 3-week schedule, create unnecessary hardships for employees. This change not only disrupts work-life balance but also compromises efficiency. Employees face increased commute times, additional transportation costs, and challenges in managing personal commitments. Additionally, more frequent rotations lead to over-crowding in the office, increasing stress on facilities and possibly compromising health and safety standards in the workplace. Not to mention it is a waste of tax payer dollars housing employees who do the exact same job from home. 

The decision to alter rotation schedules should consider the broader implications on staff well-being, operational efficiency, and workplace harmony. By maintaining a uniform 6-week rotation across all contact centers, the organization can uphold consistency, fairness, and respect for all employees, which in turn fosters a more supportive and efficient work environment.

We respectfully urge the management to reconsider the change and decide in favor of maintaining the 6-week rotation schedule for all centers.
