Lower the price of Hormone Replacement Therapies (HRT)

The Issue

Over the past six months, I have felt exhausted. I was sleeping 11 hours a night on average, but by noon, I had zero energy left. I visited my primary doctor twice. When I explained this to the first doctor, I was told I was sleeping too much. The second time, I saw a different doctor and was prescribed Premarin without any prior blood work.

With the help of my daughter, I was able to see a Nurse Practitioner who ordered a blood panel that included estradiol, progesterone, and testosterone. My levels were at the bottom of the range in all categories. She administered a testosterone shot and inserted a pellet. After two weeks, I felt great.

Hormone pellets are small, rice-sized implants of bioidentical testosterone or estradiol, inserted under the skin during a quick in-office procedure. They release a steady dose of hormones over a period of three months, providing consistent relief from hormonal imbalance symptoms without the need for daily dosing.

The issue is that neither the testosterone nor the pellet is covered by insurance. The pellet costs between $250 and $500 and must be replaced every three months. Insurance does not cover this treatment, nor many other medications women need. These pellets are designed to release multiple hormones—such as estradiol, estrone, dehydroepiandrosterone (DHEA), and testosterone. These hormone therapies are vital for women to function properly at certain stages of life.

Black box warnings—the strongest risk warning a drug can have—have been on HRT products for 20 years. Robert F. Kennedy Jr. recently issued a press release about removing them. Here is the article from the Hill

This petition requests that HRT prescription drug prices, including the pellet, be lowered to an affordable level for all women who need this treatment. The petition will be submitted to Robert F. Kennedy Jr., Secretary of Health and Human Services; Dr. Mehmet Cengiz Oz, Administrator for the Centers for Medicare & Medicaid Services; and Dr. Marty Makary, United States Commissioner of Food and Drugs.

A proposed new prescription plan is scheduled for implementation in early 2026. The petition must be submitted by December 31, 2025.
