Lower the Age Requirement for Standard E-bike (500w) Operators to 14 in British Columbia

The Issue

In our community in British Columbia, e-bikes have become more than just a toy or leisure item — they have transformed into a vital mode of transportation for our families. They foster a sense of independence for our teenagers and young adults and offer a convenient solution amidst our bustling schedules. However, this significant part of our lives is unfortunately restricted by the current age limit for e-bike operators, which stands at 16 years. This requirement excludes our 14 and 15-year-old youths who can responsibly operate an e-bike.  This lowering of age would be similar to some other Canadian provinces.

Countries like Austria and Denmark, among others, have proven that lowering the age limit for e-bike operation can work smoothly and efficiently. Austria has safely lowered the age requirement to 12 years, while Denmark allows solo bicycle rides from age 6 and e-biking from 15 years, boosting their bike usage to 26% (source: International Bicycle Fund).

This not only prompts a discussion on adaptability and independence for younger teens but also promotes a greener lifestyle, following the global trend to reduce carbon footprints. A study at North Carolina State University shows that e-bikes are about 18 times more energy-efficient than a sport utility vehicle (SUV) and about six times more efficient than rail transit.  Also worth mentioning, that this is one of the most affordable mode of transportation (as e-bikes have increasingly become more economical).

We would expect that this change should come along with certain education (to youth and adults alike) to maintain a level of responsibility, awareness and accountability.  We feel that a provincial/federal sanctioned online licensing/examination of one’s knowledge of road laws would be a welcomed platform for e-cyclists.

E-bikes are an apparent new way of transportation.  Communities will need to adapt and new infrastructure will need to be created.

With these facts in mind, we urge the province of British Columbia to lower the age requirement for e-bike operators from 16 years of age to 14 years. Doing so will not only pave the way for more accessibility and independence for our youths, but it will also foster sustainability and mindfulness towards our environment.
