Loud Music Affecting AACO Residents

The Issue

As a resident of the Pasadena area, I am deeply affected by the extremely loud music coming from the area of Fort Armistead Park. This park falls under Baltimore City jurisdiction but is right on the Anne Arundel County and Baltimore City line. The park has been neglected and people are taking advantage of the lack of police presence to play extremely loud music, most often from Thursday to Sunday, starting in the late afternoon and ending the following morning, sometimes as late as 4am. The music is usually set up inside of the park or on the side of Fort Armistead Road leading to the park.

The music is being amplified by vehicles with external speakers and subwoofers. Some of the vehicles have more than 20 subwoofers mounted to the roof which creates bass that is louder than your average music venue. The bass from the subwoofers travels along the Patapsco River and affects surrounding communities up to 4+ miles away. The music wakes people up, causes stress on pets, and causes extreme frustration since nothing is being done to stop it due to jurisdictional issues and lack of response from Baltimore City government officials and police. The extremely loud music is not just an annoyance; it's a public health concern.

According to research conducted by Johns Hopkins University (2019), prolonged exposure to high levels of noise can lead to various health problems including sleep disturbances, cardiovascular diseases, poor mental health outcomes among others.

When residents of Anne Arundel County call Anne Arundel County Police to report the music coming from the area of Fort Armistead Park, they are told to call Baltimore City because Fort Armistead Park is not under Anne Arundel County jurisdiction. Many Anne Arundel County residents call Baltimore City Police to report the music and more times than not, the police do not respond to the call for help. If the police do show up, they show up hours after the initial call. If they shut the music down, the large group of people playing the music come back the very next day with no repercussions.

At what point is enough, enough? This has been happening on and off since 2021. We are tired of being forced to listen to this loud music in the comfort of our own homes. It is torture, and nothing is being done about it by Anne Arundel County or Baltimore City.

This petition calls for immediate action from Baltimore City authorities who have jurisdiction over Fort Armistead Park. We urge them not only to regulate noise levels but also respond to noise complaints within a reasonable time. We also urge Baltimore City to improve maintenance and security at Fort Armistead Park so that it remains a place for everyone's enjoyment without causing distress or harm. We urge Anne Arundel County officials to work with Baltimore City officials to protect the residents of Anne Arundel County and put an end to this ongoing nuisance.
