LOCAL Mackay Public Lagoon– Safety Violations, Financial Misconduct & Lack Of Training.
The issue
Petition to Mackay Regional Council Regarding Lifeguard Services at The Bluewater Lagoon.
To: The Mayor, CEO and Councillors of Mackay Regional Council.
We, the undersigned are writing to express our serious concerns regarding the performance of the contractor, Lifeguard Services Australia (LSA), engaged by Mackay Regional Council to provide lifeguard services and cafe services at The Bluewater Lagoon.
As former and current staff, residents, visitors, and stakeholders in the Mackay region, we believe the safety, well-being, and enjoyment of The Bluewater Lagoon are of paramount importance. We have observed, and received reports, that the current contractor is failing to meet the necessary standards required to ensure public safety and to maintain the high level of service our community deserves.
Specific concerns include, but are not limited to:
- Inadequate Lifeguard Coverage and Supervision: Instances of understaffing or lifeguards being inattentive to patrons, potentially compromising safety. For example, a supervisor, only 17 years old, is in charge of the lagoon and left unsupervised while responsible for the safety of the facility.
- Lack of Proper Training: Reports of lifeguards being either unqualified or not sufficiently trained, undermining public trust in their ability to respond to emergencies appropriately.
- Poor Communication: A lack of communication regarding safety protocols, emergency procedures, and changes in service provision, which affects the overall experience and safety for visitors.
- Maintenance and Cleanliness: Insufficient attention to the upkeep and cleanliness of the Bluewater Lagoon, negatively impacting the overall quality of the facility and the public’s experience.
- Damaged or Outdated Life Saving Equipment: Instances of damaged, broken, or outdated life-saving equipment. These issues have been reported multiple times to the CEO and CBO of LSA, but no action has been taken to rectify them, This has been reported to Council and the CEO and CBO of LSA over numerous times within the past 2 years period.
- Unpaid Wages and Superannuation: Reports that LSA has failed to properly pay past and current staff their wages and superannuation, creating financial strain and dissatisfaction among employees, this has been reported to the ATO on a number of occasions.
We, the undersigned, respectfully request that Mackay Regional Council urgently reviews the contractor’s performance and considers alternative options for the provision of lifeguard services at Bluewater Lagoon. We believe that the safety and enjoyment of this important public space must be a priority, and swift action is required to ensure high-quality services are delivered to the community.
We ask Mackay Regional Council to please:
- Investigate the concerns raised about the current contractor’s performance by independent Royal Life Saving Society Australia
- Ensure that lifeguard services at Bluewater Lagoon meet the highest standards of professionalism, safety, and training.
- Communicate openly with the public about any changes, improvements and actions taken to address these issues.

This is essential to ensuring it continues to serve both the community and the tourism industry. With Mackay’s Tourism Hub situated right at its doorstep, this prime location presents an incredible opportunity to showcase our beautiful town, attracting both visitors and locals to experience all that our region has to offer.Nestled in the heart of Mackay, Bluewater Lagoon is a stunning aquatic escape—a perfect retreat for all ages. I have completed my Masters in Emergency Management with Charles Sturt University and have been involved in Rescue and Emergency Management for approximately 20 years, He has an Australian Lifeguard Emergency Response Team, which will otherwise be known as A.L.E.R.T, based in Mackay and is ready to go with fully equipped equipment and uniforms and everything else ready to go.
