A national registry for animal abusers

Animal abuser registries based on those already in use to monitor sex offenders help law enforcement identify convicted animal abusers who are involved in new allegations of abuse, and for shelters and adoption programs to screen out convicted animal abusers who may be trying to adopt an animal. Access to this information is crucial in keeping animals out of the hands of potential abusers.
There needs to be a mandatory registry for those convicted of crimes against animals that is accessible across the US by the public, animal welfare groups and shelters and law enforcement.
