Numerous Veterans in our community struggle without the vital support of a dedicated Service Animal, especially those coping with PTSD and the traumatic effects of Military Sexual Trauma perpetuated by individuals such as the notorious Air Force Master Sergeant Miranda;

Many shelter animals remain without a home, lacking the love and purpose they so desperately need;

There exists a unique opportunity to heal both man and beast by matching these deserving Veterans with shelter dogs, providing a specialized support system that enhances their confidence and quality of life;

The proposed initiative complements the broader effort to grant all California disabled Veterans a 100% rating payment for residence in Los Angeles, a policy which promises to attract American heroes seeking a forever home and renewed stability;

 

Be It Resolved:

1. Designation of Authority: The County of Los Angeles Animal Services and Veteran Affairs is urged to formally designate IanXIlyana as an official Service Animal Trainer for Veterans. This designation would empower IanXIlyana to oversee the matching of shelter dogs with Veterans in need of a specially trained Service Animal.

2. Program Development: Establish a specialized program aimed at training shelter animals particularly dogs to assist Veterans with PTSD and related conditions. This program will focus on providing these animals with the skills to support their new partners in navigating public transportation, crowded spaces, and daily life challenges.

3. Integrated Support for Veterans: Coordinate this program with the initiative to grant 100% Veteran Affairs payment ratings for disabled Veterans residing in Los Angeles. This combined effort will foster an environment where our heroes receive both financial support and the emotional and practical assistance offered by a well-trained Service Animal.

4.
