In NYS we need harsher penalties for animal abuse, neglect & Dog Fighting. These people purposely starve, beat, neglect, overly breeding & brutally torture animals. Some do it for the sake of pleasure & money.  This is disturbing and is not something that should be taken lightly.  The penalties for these crimes are nowhere near where they should be. A dog fighter who has tortured, killed and fought dogs gets caught and they could possibly get 4 years max! 4 years is not enough for someone with no empathy who takes an innocent animal has the females dogs attached to a rape stand so she can be bred over and over again. Her babies taken away at a young age starved so they can become aggressive and fight for food. They are trained and made to fight.. if they do not win they are brutally killed. If they are hurt an untrained person will conduct medical procedures.  I can go on and on.  Animal abusers are no better and will starve, neglect, abuse, torture & even kill. People who neglect their animals starve them, get no medical care & leave the animal to suffer.  Why do these people only get basically a slap on the wrist for intentionally hurting an animal? We need to change this as these people deserve more then what they are getting.  These acts are not what we as humans should inflict on anyone not even animals.
