Pass the Whistle Blowers' Protection Bill and the Citizens' Grievance Redressal Bill in the February 2014 session of Parliament

10 years ago my brother, Satyendra Dubey, a bright young IIT graduate, was brutally murdered in Bihar, while working as a Project Manager at the National Highways Authority of India (NHAI). His Crime? He exposed massive corruption in the NHAI and brought it to the notice of the authorities for which he had to pay with his life.
His gruesome murder shocked and outraged the whole nation. In response, the Supreme Court ruled that whistleblowers who expose corruption despite the grave dangers posed to them, should be protected.
10 years have passed. Yet, the Whistleblower Protection Bill is still not a reality. In the meanwhile, increasing number of Whistleblowers, more than 30 in the past decade alone, have been killed for filing complaints and exposing corruption in the government and in social welfare schemes.
The Whistleblowers Protection Bill has been in the parliament for 3 long years and still waits to be passed as a law. All political parties profess their support but have not done enough to pass it. The upcoming session of the Parliament in February 2014 is our last chance before the country goes into General Elections.
Let us, together, remind our Members of Parliament of their commitment to make this Bill a law so that no more Whistleblowers have to meet with the same fate as my brother for exposing corruption.
I appeal to all of you to join me in demanding that the Whistleblowers Protection Bill is passed in the February session of the Parliament. This, along with the Citizen’s Grievance Redressal Bill which ensures peoples’ complaints about non-delivery of basic services are redressed in a time-bound way without them having to risk their lives, must be passed immediately.
