For Autism Safety, Cultural Inclusion & Emergency Preparedness in Los Angeles County

Our Pasifika children deserve to feel seen, safe, and supported especially during emergencies. This petition calls for the immediate creation of Project Paxton: Safety Registry Act a community-driven safety and inclusion initiative for autistic and neurodivergent individuals, with a focus on Pasifika, and underserved families in Los Angeles County.

 ✨ What is the Project Paxton: Safety Registry Act? The registry would be a voluntary and confidential system that helps first responders safely interact with autistic individuals especially during stressful or emergency situations. This policy includes:

-A private, optional safety profile for police, EMTs, and fire personnel


-Autism safety ID cards, car/home window decals, and wearable tags


-Calm space signage and sensory-friendly markers in public places


-Inclusive, trauma-informed training for emergency responders


-Materials and support that are culturally responsive to Pasifika families 

🔎 Why Is This Important? Children and adults with autism, especially those who are non-speaking or have sensory processing differences face real risks during emergencies. When responders are uninformed, a child’s behavior may be misunderstood as defiance or danger. This can escalate situations that should have been handled with patience and care. For Pasifika communities, the risks are even more layered. Stigma, silence, and lack of resources have created barriers to diagnosis, safety tools, and emergency preparedness. We are breaking that silence.

🌈 Who We Are

This petition comes from an advocate for Pasifika autism awareness and special needs inclusion, a voice for families raising autistic children with love, courage, and deep cultural pride. This initiative is named after Paxton, a young Samoan-Tongan boy with autism, to honor his journey and protect others like him.

📢 What We’re Asking: We urge local and county officials to support the Project Paxton: Safety Registry Act and work with advocates, educators, and families to implement:

-A pilot registry program
-Community outreach and education


-Sensory-inclusive materials for public buildings


-Training for police and first responders
