Chicago is a city that prides itself on compassion, accountability, and doing right by the most vulnerable. That must include the thousands of dogs and cats who pass through Chicago Animal Care and Control every year.

On February 12, 2026, Mayor Brandon Johnson made Susan Cappello’s role as Executive Director permanent after three years as acting director. Just six days later, 17 alderpersons formally called for a national search to find a dedicated, knowledgeable executive director with a proven track record. They cited concerns raised by volunteers and advocates about euthanasia rates, increasing dog bites, limited exercise for animals, and unsafe and unsanitary shelter conditions.

By the director’s own acknowledgment, many of the 240 dogs currently housed at the city shelter are walked only once a week. Volunteers have reported a culture where those who raise concerns fear retaliation. At the same time, the shelter is managing a surge in intake — nearly 5,000 additional animals between 2023 and 2025 — placing undeniable strain on staff and resources.

Chicago deserves a transparent, nationwide search to ensure the Commission on Animal Care and Control is led by someone with proven experience managing high-volume municipal shelters, improving live outcomes, supporting volunteers, and restoring public trust. A competitive search does not presume failure — it demonstrates accountability and commitment to excellence.

We call on Mayor Brandon Johnson and the Chicago City Council to meet the April 1 deadline requested by 17 alderpersons and immediately launch a national search for a qualified executive director.

Our city can address rising intake, protect public safety, and improve shelter conditions — but only with strong, trusted leadership. Chicago’s animals, volunteers, and taxpayers deserve nothing less.
