End public assistance benefits for families with multiple juvenile arrests

The Issue

Juveniles causing chaos in inner cities where businesses close early in fear of violence. (Like Fells point on Halloween closing at 10)

if juviniles  or adults have multiple arrests (any more than two) then public assistance programs of any kind for the parents guardians and/or custodial guardians would be revoked for a minimum of 3 years. This would include housing, food assistance, and any other grant assisted programs including drug addiction and 1/2 way houses. 

Its time for courts judges and prosecutors to step up and do their public duty of protecting the American tax paying public. If families can not modivate positive endervores for youths and young adults then the justice system must make appropriate and needed changes!
