The Issue

Thousands of Texas landowners have been gravely overlooked in the process of planning and approving the Bell County East to Big Hill 765-kV transmission line.  Over 1,300 directly affected property owners were denied the essential right to attend a public meeting where they could voice their concerns and express their community values regarding this significant development.

According to the Texas Administrative Code, transparent communication and stakeholder engagement are not mere formalities-but obligations.  Stakeholders are entitled to be informed and consulted before the application submission by companies like Oncor and Lower Colorado River Authority (LCRA).  Alarmingly, these procedural requirements appear to have been ignored, leaving landowners without their rightful platform to participate in decisions affecting their lands and communities.

Public meetings ensure that all stakeholders have a voice, fostering a balanced decision process that reflects the interests and values of those most impacted.  The provision for such a meeting should have been afforded long before the application stage, allowing for a fair discussion of concerns and potential solutions.  However, with this right being bypassed, residents feel marginalized and disregarded.

The construction of ultra-high voltage  transmission lines can have long-lasting effects on communities, impacting everything from local ecosystems and landscapes to property values and community aesthetics.  These are not trivial changes, and they deserve careful consideration, discussion, and input from those who live and work in the area.

We, the undersigned, are concerned citizens who urge the State of Texas to restore the rights of due process that have been denied to these landowners, in accordance with the Texas Administrative Code. This is a petition to support our motion.
