The despair of wondering whether every possible measure is being taken during the most critical hours is overwhelming. Every child deserves urgency, protection, and immediate action.
Lala is not just a name behind this petition — she is a child from our community whose disappearance brought painful attention to the importance of rapid and coordinated response. When she was reported missing, her family did what families are told to do: they reported it immediately. What followed has raised serious questions in our community about response timelines, supervisory review procedures, and consistency of documented investigative standards.
This petition is not about blame. It is about prevention.
In Pennsylvania, when a minor is reported missing, response procedures may vary by jurisdiction. This petition seeks to establish a standardized, statewide requirement ensuring that every reported missing minor automatically receives a documented supervisory review and formal endangered-status assessment within a clearly defined time frame. While law enforcement agencies work tirelessly every day, families should never feel uncertainty about whether urgency is guaranteed or left to discretion.
Research consistently shows that the first 24–48 hours after a child goes missing are the most critical window for safe recovery. During this time, surveillance footage can be preserved, leads can be followed, and public awareness can be mobilized. Variability in structured response timelines — for any reason — can result in the loss of irreplaceable time.
This petition calls for a statewide standardized policy requiring that every reported missing minor under 18 automatically trigger:
• Immediate supervisory review
• Formal Endangered Missing Advisory assessment

• Coordinated efforts to secure available surveillance footage
• Transparent procedural timelines and documentation standards
