Le 7 avril 2021, dans le cadre des deux enquêtes publiques lancées, une sur le projet HOP4 (construction d’une école fondamentale de 670 places, d’un hall sportif, de 8 logements et un commerce) et l’autre sur la suppression de chemins vicinaux historiques traversant le site, la Commission de concertation a remis un avis favorable assorti d’un certain nombre de conditions, en réponse à la forte mobilisation citoyenne.

Depuis lors, le collège communal de la Ville de Bruxelles a continué sur sa lancée en votant la suppression de ces chemins vicinaux. Ce vote doit cependant encore être validé par le Gouvernement bruxellois. Quant au projet HOP4, il a été remis sur le métier par les demandeurs pour tenter de répondre aux nouvelles conditions.

C’est sur cette 5ème version du projet, HOP5, qu’une nouvelle enquête publique est lancée ce 9 février pour se terminer le 10 mars 2022.

D’une première analyse des documents disponibles, la demande de la Régie foncière de la Ville de Bruxelles n’a été que peu corrigée : la localisation problématique et les trop grandes dimensions de l’école et du hall sportif projetés restent inchangées, l’immeuble de 8 logements et son parking sous-terrain s’élève toujours, comme l’école, au-dessus des maisons voisines. Le nombre d’arbres à abattre est toujours de 150 arbres

Plus que jamais, notre demande de modification de l’affectation de ce site en zone naturelle au PRAS reste maintenue, d’autant plus que Bruxelles-Environnement a reconnu la haute valeur biologique du Donderberg et que l’Institut bruxellois des statistiques (IBSA) confirme la baisse du nombre d’inscription dans les écoles fondamentales et prévoit une chute de 15.000 élèves dans l’enseignement fondamental d’ici 2030.

In het kader van de twee openbare onderzoeken die op 7 april 2021 werden geopend, het ene over het HOP4-project (bouw van een basisschool met 670 plaatsen, een sporthal, 8 wooneenheden en een winkel) en het andere over de verwijdering van de historische buurtwegen die het gebied doorkruisen, heeft de Overlegcommissie een gunstig advies uitgebracht, trouwens met een aantal voorwaarden in verband met van de sterke mobilisatie van de burgers..

Sindsdien heeft het college van burgemeester en schepenen van de stad Brussel zijn elan voortgezet door te stemmen voor de schrapping van deze doorgangen. Deze stemming moet echter nog worden bekrachtigd door de Brusselse regering. Het HOP4-project is door de aanvragers omgewerkt in een poging aan de nieuwe voorwaarden te voldoen.

Over deze vijfde versie van het project, HOP5, wordt op 9 februari een nieuw openbaar onderzoek gestart dat op 10 maart 2022 afloopt.

Uit een eerste analyse van de beschikbare documenten blijkt dat de aanvraag van de Regie van de Stad Brussel slechts in geringe mate is gecorrigeerd: de problematische ligging en de te grote afmetingen van de school en de geplande sporthal blijven ongewijzigd, het gebouw met 8 wooneenheden en de ondergrondse parkeergarage verheffen zich, net als de school, nog steeds boven de aangrenzende huizen. Het aantal bomen dat gekapt moet worden is nog steeds 150

Meer dan ooit blijft ons verzoek om de toewijzing van dit gebied als natuurzone in het BGP te wijzigen ongewijzigd, temeer daar Leefmilieu Brussel de hoge biologische waarde van de Donderberg heeft erkend en het Brussels Instituut voor de Statistiek (BISA) de daling van het aantal inschrijvingen in het basisonderwijs bevestigt en een daling van 15.000 leerlingen in het basisonderwijs tegen 2030 voorspelt.

On 7 April 2021, in the context of the two public enquiries launched, one on the HOP4 project (construction of a basic school with 670 places, a sports hall, 8 housing units and a shop) and the other on the removal of the historic byways crossing the site, the Consultation Commission issued a favourable opinion with a number of conditions, in response to the strong mobilisation of citizens.

Since then, the municipal college of the City of Brussels has continued its momentum by voting to remove these byways. However, this vote still needs to be validated by the Brussels Government. As for the HOP4 project, it has been reworked by the applicants in an attempt to meet the new conditions.

It is on this 5th version of the project, HOP5, a new public enquiry is being launched on 9 February to end on 10th March 2022.

More than ever, our request to modify the allocation of this site as a natural zone in the PRAS remains unchanged, especially since Brussels-Environment has recognised the high biological value of the Donderberg and the Brussels Institute of Statistics (IBSA) confirms the drop in the number of enrolments in basic schools and predicts a drop of 15,000 pupils in basic education by 2030.

[updated 16 February 2021] Following the decision of the consultation committee of 3rd March 2020, the City of Brussels has introduced a new project (HOP4 (PU/SV H13892020)) which is currently subject to a public enquiry (until 25 February 2021). The number of dwellings is reduced to 8 dwellings plus a shop, located on the edge of the site. This new project maintains the construction of the school and the sports hall on the site. The number of trees to be felled remains similar. On the other hand, it is confirmed that an additional school is not necessary according to the latest projections. Our demands remain unchanged. The time for action is now: Sign the petition, send an email to the consultation commission before  10th March 2022, call your local elected representative and tell your family and friends about Donderberg.
