The Issue
We, the Residents of Killarney and Riviera are collectively motivated to make a significant difference to deteriorating common areas of our suburb/s. Because the Killarney Mall is so important to us, the residents, and is the retail face of Killarney to all potential owners of property in Killarney, it is essential that we collaborate with The Mall to ensure that this historic area is improved, maintained and curated to the benefit of both parties.
As you are aware, the community is undertaking a community funded and organized project to identify, assess and address the current and ongoing problems experienced in the neighbourhood, which are various and numerous. (The community thanks The Mall for work done on 7th Street curb).
The Killarney Mall itself is clearly experiencing significant problems because of the deterioration of the suburb, and the community find that it is impossible to move forward without having an open dialogue with The Mall with respect to safety, street activity and what the Mall offers to the community and the surrounding areas, to ensure it serves customer needs well, and thereby thrives.
Central to and vital for the movement forward, it has been established by a significant group of residents that the taxi rank must be dealt with swiftly. It is years, perhaps decades, since
this issue was first raised with The Mall, and with all due respect, absolutely nothing has been done to alleviate the impact it has on our streets, our lives, our safely and the value of property.
As a result of this on-going failure (and a complete lack of compliance with municipal requirements), the surrounding streets are now home to a variety of illegally parked taxi’s,
illegal hawkers, gamblers, public drinkers, and public urination, with total disregard for the laws, by-laws and regulations.
The residents of Killarney-Riviera are calling on the owners of the Killarney Mall to escalate and communicate their plan to comply with the municipal taxi requirements in (S36(6) OF THE CITY OF JOHANNESBURG LAND USE SCHEME 2018) which state that a mall must provide a taxi rank, ablution facilities, and hawking facilities inside their premises. This needs to include a firm commitment, clear plans and reasonable time-frames. It must be communicated to the residents in writing via the New Killarney Residents Association (NKRA).
We understand that the mall is going to undergo a revamp, and strongly urge that The Mall use qualified residents to advise on insights and considerations that may add value to the mall in this undertaking, but working with the mall on this is secondary to the taxi-rank debacle. There is little time and patience for further delays and vacillation. As Killarney and Riviera residents are your customers (though resistance to using The Mall is increasing), we feel very strongly that there should be a high level of respect between the parties.
Indeed, the relationship between us is symbiotic. For both to succeed, we both need to promote, support and collaborate with the other. This is absolutely vital and needs to start immediately.
The residents of Killarney also call on the Killarney Mall, JMPD, and SAPS to enforce the by laws in our community by permanently removing the hawkers and loiterers that have taken over Killarney Avenue, 1st Street and 2nd Street. We no longer have the ability to walk our streets safely, and are exposed to public drinking, public urination, and disturbance of our peace.
