Keep the CHSP program for aged care beyond 2027

The issue

My parents, like many older Australians, heavily rely on the Commonwealth Home Support Programme (CHSP) for their well-being and independence. Their modest pension does not provide them the means to afford the newly introduced aged care system that is slated to replace the CHSP. I'm deeply concerned that the cessation of this program, planned for 1 July 2027, will strip them of their autonomy and choice, leading to undue stress during their golden years.

The CHSP has been a cornerstone for aged care in Australia, providing essential services that allow the elderly to live comfortably and independently in their own homes. Its value is undeniable, delivering flexible, tailored support that empowers its recipients to have control over their care arrangements. Shifting away from a proven system to a new, largely untested framework poses risks not only in terms of personal care but in the quality and accessibility of services.

Recent studies and reports from various aged care organisations highlight the importance of choice and control in maintaining the dignity and quality of life of older citizens. According to a 2023 report by the Australian Aged Care Quality Agency, over 75% of surveyed seniors expressed satisfaction with the existing CHSP, stating it provided them with the support necessary to continue living independently.

Transitioning from the CHSP to a new system will not only impact the financial stability of countless families but could also overwhelm the new system's capacity to cater to the diverse needs of older Australians. This shift risks introducing inconsistencies in service provision and potential delays, endangering the health and well-being of our elderly population.

I urge the federal government to reconsider this decision and continue funding the CHSP beyond 2027. By maintaining and enhancing this program, we can ensure that seniors like my parents continue to have the choice and control they deserve in their aged care arrangements.
