Burning Dragon holds the metagame in check, punishing both over extending and autowin combos with its special summoning condition, and punishing backrow stall decks. 

Due to Burning Dragon needing the opponent to control multiple monsters, it prevents it from being apart of boring autowin decks.
Additionally, due to it destroying all spell and traps on the field, it cant be used as an anti backrow decks in backrow decks reliably, giving both decks reasonable counterplay, facilitating a back and forth gameplay.

Removing Burning Dragon from the card pool now, even with removing the premier stall cards and autowin combos, will promote a meta of set set pass for 7 turns.

Maybe Burning Dragon does need to go, but it is not now
