Caitlin's Law-Harsher Penalties for Drunk Driving in Kansas

The Issue

On the night of May 31st, 2016 at 10:13pm, only a few miles from home, our dear sweet Caitlin was taken from us. James McAllister of Overland Park, was subsequently charged with manslaughter for "allegedly being under the influence of alcohol to a degree that rendered him incapable of safely driving a vehicle." However, this was Mr. McAllister's 3rd charge involving alcohol, and driving. Many of Caitlin's friends and family are still mourning, and in shock. How could this happen? How was this young man still allowed to drive a vehicle? Although his personal vehicle was supposed to have an interlock device, he borrowed a friend's vehicle, and preceded to hit Caitlin on the driver's side, hitting her vehicle so hard that it rolled on top of a hill, landing upside down. The crash killed Caitlin instantly, who was wearing her seatbelt and driving the speed limit. In the state of Kansas right now, the first two DUI charges are misdemeanors, and the fines are not nearly enough. This needs to change. There is no cost for a life, however, we as a whole, would like to see harsher DUI laws in the state of Kansas, and nationwide. 27 people die every single day at the hands of a drunk driver.
