Hi my name is Gint Vilutis. I am an organizer and I have done research in fresh water theft of millions of gallons by Solar Companies in the Antelope Valley Area. This affects the whole state of California and it affects the farmers and the people that reside and depend on the Fresh Drinking Water. Due to my research I have discovered that Large Solar companies have came to California Antelope Valley Area have placed big solar farms that are thousands and thousands of acres. Issue is this area is very windy the community had concerns about water consumption by Solar Companies. The community made recommendations to LA County Michael Antonovich Office, Permitting department, Michael Antonovich nor the permitting department care about the community needs and didn't respect the people's concern about water usage that these solar companies are going to need. The Solar companies started coming into this area in 2009. First Solar Inc. Ran out of their water that was permitted by LA County in within 3 months of building the site. First Solar started going to other places taking water from other areas to be able to control the dust in the area and to be able to clean there panels and keep the dust down using approximately 130 trucks with per truck capacity 3500 gallons. Based on my investigation I have found solar companies are using millions of gallons a month of water for dust control and washing there panels. Their rate that they are paying per gallon is .0039/ gallon. They are using the Fresh Drinking Water for Dust control it means they are coming in with trucks that hold up to 3500 gallons bring it to theur sites and dumping it on bare ground. Here we are people in LA, landscape Companies in LA, and other Construction Companies in LA are being fined for wasting water and getting warnings and paying stiff fines. While we have the solar companies in the Antelope Valley part of LA County using millions of gallons a month of fresh drinking water basically for free and wasting it. We are in drought and this is what is happening. Our farmers in California are having hard time getting water for their alfalfa, vegetables, fruit trees and etc.. and their battling in courts for their water rights as these solar companies just come in and steal the water from the farmer and the people of California. I have emailed the governor and Jerry Brown seems like he doesn't care as he never responded to the issue. I have posted an article in the paper trying to get awareness as well. We need to put a stop to the solar companies using and stealing our precious resources as Fresh Drinking Water we don't really have that much of. We always see the signs on the freeways stating we are in drought we are in drought. What's happening up in the northern LA County in a hidden place where no one can see anything is the solar companies getting away with murder and stealing our water. Solutions to the problem: 1. Instead of using water solar companies were told to use decomposed granite. We need to enforce the use of rock for dust control. And eliminate water usage by solar companies. Fines and Penalties; 1. Severe Penalty should be imposed on all solar companies for stealing and misuse of our precious resources as fresh drinking water. I am asking you for your support for the following to be investigated: 1. Water theft by solar companies 2. Millions of gallon usage of water for dust control. 3. Corruption between Los Angeles County (Michael Antonovich) the Solar Companies (Berkshire Hathaway Energy Company, NRG Solar Alpine LLC, First Solar Inc, Sunpower, Exelon, and etc....) 4 Severe Penalties should be imposed for the water theft and misuse of water by large solar companies.
