Reform the Juvenile System: Give Families Real Help Before It’s Too Late

We, the undersigned, are calling for immediate reform of the juvenile justice and behavioral health systems to provide meaningful assistance to families struggling with severely defiant, aggressive, and unruly teenagers.

Across our communities, parents, guardians, and caregivers are being left without options when a child’s behavior escalates to violence, threats, destruction of property, running away, theft, or other dangerous conduct. Too often, families are told that nothing can be done until someone is seriously injured or a crime is committed.

This system is failing both the children who need intervention and the families desperately seeking help.

We are asking lawmakers, juvenile justice agencies, and child welfare organizations to:

• Create faster access to behavioral and residential placement programs for at-risk youth.
• Establish emergency intervention services for families facing violent or dangerous behavior in the home.
• Expand mental health and behavioral treatment resources for juveniles.
• Provide parents and guardians with clear pathways to obtain assistance before a crisis becomes a tragedy.
• Increase accountability and support services for chronically defiant and aggressive youth.
• Ensure that families are not forced to choose between living in fear and waiting for the legal system to act.

No parent, grandparent, stepparent, or guardian should be left feeling helpless while a household is being torn apart. Families deserve support, protection, and access to resources before situations become dangerous.
