On January 11, 2017 the Louisiana Board of Pardons voted for a second time to recommend that Governor John Bel Edwards commute the sentence of Dwayne “Jewel” Hill from life to 99 years. The first hearing held on May 12, 2015, forwarded to Governor Bobby Jindal. Jindal failed to sign prior to leaving office. The resubmitted recommendation was denied by Governor Edwards in 2018. Numerous attempts to contact the Pardon Board and Governor’s office have been made to obtain the reason for the denial, which by law they are obligated to provide and we have yet to receive one. Four years have passed and he is now eligible to re-apply for a clemency recommendation.

33 years behind the walls of Louisiana State Penitentiary and Dwayne has maintained his innocence and made the best out of an unimaginable situation. Dwayne has been a model prisoner, has helped others to better themselves. Excelling in being a productive man during his incarceration. Among some of his greatest accomplishments are obtaining his Bachelor of Arts Degree from the New Orleans Theological Seminary, becoming a Certified Nursey and Landscape Professional earning 10 licenses certified by the Louisiana Department of Agriculture, missionary work at Dixon Correctional Institute in Jackson, La., where as Pastor and Mentor he helped to establish the first religious Moral Rehabilitation Program. Currently Hill is the Pastor of the Church of God in Christ in Angola where he is highly respected by his peers and he has received the support and recommendation of release from state and federal officials, Pastors, Community Leaders, Businesses owners and more!

Dwayne will be a productive citizen when allowed to return to a free society. Please sign this petition asking Governor Jon Bel Edwards to follow to recommendation of his appointed Pardon Board and reduce Dwayne’s life sentence to 99 years making him parole eligible
