PETITION FOR JUSTICE, TRANSPARENCY, ACCOUNTABILITY, AND PUBLIC SAFETY REFORM IN THE STATE OF MISSISSIPPI

We, the undersigned citizens of Mississippi and concerned citizens throughout the United States, respectfully submit this petition.
The people of Mississippi deserve a justice system that protects every life equally, investigates every suspicious death thoroughly, and operates with integrity, transparency, and accountability.

Over the past decade, several deaths and law-enforcement incidents involving African Americans have raised significant public concern regarding investigative transparency, equal protection under the law, and public confidence in the administration of justice. These include the deaths of Demartravion "Trey" Reed, Nolan Xavier Wells, Otis James Byrd, George Robinson, Keith Murriel, Jaylen Lewis, Jaheim McMillan, Jonathan Sanders, and Dexter Wade, as well as the documented civil-rights abuses committed against Michael Corey Jenkins and Eddie Terrell Parker by former Rankin County Sheriff's deputies.

Some of these matters remain under investigation, some resulted in criminal prosecutions or civil litigation, and others concluded without criminal charges while continuing to generate public concern. Regardless of their procedural status, each case underscores the importance of ensuring that every investigation is conducted independently, professionally, and transparently.

The constitutional promise of equal justice under the law requires that every death involving possible criminal conduct or official action be investigated without bias and with complete respect for due process.

Therefore, we respectfully request the following:
Independent investigations whenever questions arise regarding the impartiality or adequacy of local investigations into suspicious deaths or deaths involving law enforcement.
Appointment of independent prosecutors when conflicts of interest may exist.
Preservation and timely release, when permitted by law, of body-camera footage, surveillance video, dispatch recordings, forensic findings, and investigative records.
Creation of an independent statewide civilian oversight commission with authority to review deaths involving law enforcement and other serious allegations of official misconduct.
Legislative reforms establishing uniform investigative standards for suspicious deaths and deaths occurring during or following law-enforcement encounters.
Mandatory constitutional policing, de-escalation, and anti-bias training for all law-enforcement agencies in Mississippi.
Strong legal protections for whistleblowers who report official misconduct.
Continued federal oversight where warranted to ensure compliance with the United States Constitution and federal civil-rights laws.
Appropriate disciplinary action, including resignation, removal, or other lawful consequences for any public official whose misconduct, obstruction of justice, constitutional violations, or failure to faithfully perform official duties is established through credible evidence, official investigation, or judicial proceedings.
Ongoing public reporting regarding reforms implemented to strengthen accountability and restore public confidence.

34 U.S.C. § 12601, authorizing federal action to address patterns or practices of unconstitutional policing.

This petition is not directed against all public servants or all law-enforcement officers. Many serve their communities with honor and professionalism.

Rather, we seek a justice system that is transparent, accountable, and worthy of the public's trust. Every family deserves truthful answers. Every community deserves equal protection under the law. Every investigation must be conducted fairly, impartially, and with integrity.

We respectfully urge Mississippi's elected officials and the United States Department of Justice to implement meaningful reforms, ensure independent oversight where appropriate, and reaffirm the constitutional rights of every resident.

Justice requires truth. Transparency builds trust. Accountability strengthens democracy.
