Notice of Intent:
I must begin this defenestration and Official Complaint upon Jack Alsop, Circuit Judge, with an equally important disclosure: The value of a person’s life and working legacy are well known and respected by me; particularly, being that both have since become my forced deprivation and demerit. My wish is that the seriousness of these allegations be afforded exhaustive discovery in fairness to all parties, as my intent is to challenge the future administration of law by this Judge. For that purpose, I have abstained this correspondence for as long as patience could endure; and do now address the dignity of this Investigative Commission with a broken heart, but pristine conscience.

Jack Alsop, nearly three decades ago, did receive hereditary political inheritance the position of Circuit Judge of the Fourteenth Circuit of West Virginia; Webster, Braxton, Clay and Gilmer Counties. He, as Executive Director, other Judges as Board of Directors and attorneys as share/stake holders, did found Articles of Organization under and doing business with the West Virginia Regional Jail Authority, acting as equity share and employing for-profit metrics to the incarceration of persons in West Virginia; thereby, undermining the Constitution of the United States and the Justice System in the state of West Virginia. These practices violated Article III, Section II of the U.S Constitution as it relates to the Delineation of Judicial Powers and defiled the justice system throughout West Virginia; wherefore, the methodology for financial compensation and selection of Public Defenders has incentivized them to force plea agreements regardless of evidence and circumstance surrounding innocence or guilt. The availability of federal stipends to pay for incarcerations through the Department of Homeland Security has resulted further incentive to drum up charges, exaggerate petty disputes among civilians and extrapolate minor offenses to felonious. West Virginia has nearly, if not the highest per-capita incarceration rate in the world. Furthermore, this organization has reformulated on paper to pose as a rehabilitation center in order to obtain access to funds sequestered by the State of West Virginia through litigation with the pharmaceutical industry due the opioid epidemic; however, no such rehabilitation services exist.
The profit-sharing financial structure applied to this state’s justice system has had disastrous consequences not only because those brought before courts are denied fairness and due process, but conditions in regional jails under Jack Alsop’s administration and philosophy are stygian nightmares concerning Civil and Human Rights. These same matters have now been brought before U.S District Courts for review. What’s worse, his philosophy of for-profit metrics of incarceration and control has essentially become a hostage for ransom business in the state with home confinement and bonding companies, as is most apparent from the federal indictment handed down by the United States Justice Department concerning the same. Those most effected are poorest among Americans and all but defenseless in terms of education and legal acumen.
Jack Alsop has blighted our impartial judiciary and ignored rulings from the United States Supreme Court in regard to the proper medical treatment of citizens and the sanctity of the doctor-patient relationship. Although having no medical training or certification of his own, he has sought authoritarian dictatorship over the practice of medicine, believing himself a higher authority than collective Boards of Medicine. What’s worse, he will force incarceration upon those who have sought legitimate medical treatment while intimidating and manipulating respectable doctors and healthcare workers from his position on the bench. He has violated HIPPA laws and forced unlawful medical disclosures exposing patients’ records into public scrutiny. Left unchallenged due his control over the Bar Association, Jack Alsop’s abuse of power has been the direct cause that many Physicians and other healthcare providers have left the state or otherwise refuse to practice here, having their reputations besmirched under his unlawful overreach through the abuse of his position.
To facilitate this financial structure and secure his own political objectives, Judge Alsop has shown only the black flag and given no quarter to the people of this state regardless of their rehabilitation efforts. As review of the court’s records will clearly reveal, all his commentary amounts to sardonic and derisive bedeviling, no circumstance withstanding. His administering of the courtroom is unabashedly biased, presumptive of guilt, whimsically dismissive of any action or argument by the Defense; and, he will frequently issue advisory opinions and enter arguments on behalf the Prosecution.
Jack Alsop’s actions have been spiteful, insubordinate, and recalcitrant toward the West Virginia Supreme Court and its directives regarding the COVID-19 pandemic. In early July, 2020, his blatantly arrogant abuse of power was exemplified when he demanded that a patient who was sick and being tested and treated for COVID-19 either leave the hospital immediately and report to the court for a drug screen or be issued an arrest warrant. The man left the hospital, reported to the court and passed his drug screening. As a result, the entire Webster County Court staff were placed at risk for exposure, forced to quarantine two weeks. He was willing to place lives at risk and deny due process for at least four counties of people, all for a urine drug screening related to a petty offense.
Mr. Jack Alsop, while practicing law as barrister in Webster County West Virginia in 1990-1991, did represent the interests of this Complainant in family court; and, despite that conflict of interest being noted and Motions for Judiciary Recusal in both his criminal case in Webster County (CC-51-2019-F-24); and citing conflicts of interest in Civil Action: White v. Jividen (CC-04-2020-P-26) AND (1:20cv269); wherefore, Judge Alsop serves as Executive Director of WVRJA, the Judge refuses to recuse himself and entirely ignores legal actions and matters he does not wish to address or acknowledge, having ignored petitions filed in Webster County Circuit Court.
His ranker and hatred toward the people of West Virginia is the cause of three decades of disparagement, unethical, immoral and illegal manipulation of the state’s justice system and its hierarchy as well as the oppression and disenfranchisement of all differentiating philosophical views; wherefore, any opposing views, targeted with aggressive and malicious prosecution and stripped their rights of suffrage to skew the voting electorate.
This man’s covet for power and control is parched ravening beyond propitiation; and, by his judgement, no measure of super responsibility nor lamentation could suffice expiation or atonement the most minute offenses. The people have had enough, and we demand emancipation from his control of our justice system. Jack Alsop must resign.
