The Issue

This petition has been shortened and refocused after public feedback. The purpose remains the same: accountability and stronger safety protections after the deaths of USF students Zamil Limon and Nahida Bristy. This version focuses on reforms involving Avalon Heights/American Campus Communities and USF-facing off-campus housing resources.

This petition does not claim to speak for the families; it is a student and community call for transparency, prevention, and stronger protections.

Zamil Limon and Nahida Bristy were members of the USF community. Their deaths have left students, families, and community members asking serious questions about off-campus housing safety, roommate concerns, and complaint handling.

Avalon Heights is managed by American Campus Communities and markets itself to students near USF. Public reporting and family concerns have raised questions about whether resident safety concerns were handled with enough urgency before this tragedy.

This petition is not about rumors or harassment. It is about transparency, prevention, and stronger protections for students.

 

We call on Avalon Heights and American Campus Communities to:

 

1) Hire an independent third party to review what safety policies Avalon Heights had in place, including how resident complaints, roommate concerns, room-change requests, and safety reports were handled.

 

2) Release a public summary of the review’s findings and any reforms ACC plans to adopt, while protecting private information as legally required.

 

3) Create a written emergency-transfer policy for residents who report credible safety concerns involving roommates or housing placement.

 

We call on USF to:

1) Review how off-campus housing options are presented to students, including properties listed on USF-facing housing resources.

 

2) Set basic eligibility standards for which off-campus housing properties may appear on USF-facing student housing resources, including minimum safety and disclosure requirements.

 

Students and families deserve clear safety procedures before a crisis happens, not only after one. Sign this petition to demand transparency, accountability, and stronger protections for students.
