Justice for Willingboro Special Education Student: Protect Nonverbal and Autistic Student

My name is Carla Evans, and I’m the grandmother of Skyler, a 4-year-old nonverbal child with autism who attended the Early Childhood Special Education (ECSE) program at J.C. Stuart Early Childhood Development Center in Willingboro, New Jersey during the 2023–2024 school year. Skyler was placed in [Redacted] Pre-K 3/4 disabilities classroom, a place where he should have felt safe and supported.


On March 18, 2024, Skyler came home with a noticeable bald spot of hair missing from his hair. Our family soon discovered horrifying information about the verbal, physical, and emotional abuse occurring in his classroom. Despite several reports and presenting undeniable evidence, the Willingboro School District has refused to conduct a thorough investigation. As of now, it has been 588 days since the incident, yet no incident or investigation report has been provided.

No child — especially one who cannot verbally communicate abuse — should ever experience such cruelty. [Redacted] used various abusive tactics, including corporal punishment by isolating students in a “blue chair” for noncompliance, issuing verbal threats as severe as cutting off hands for nose-picking, mocking Skyler's nonverbal sounds to humiliate him, and withholding food paired with intimidating phrases such as “Don’t make me” and “If you fall, it’s on you.” These allegations reflect a grave breach of trust and an immense failure to protect the welfare of vulnerable students.

The lack of action from the school district has left families heartbroken and outraged. We demand real accountability, transparency, and the implementation of significant safeguards to protect all special education students within Willingboro Public Schools. Our demands are clear:

1. Conduct a full, independent investigation into the mistreatment of children in the JC Stuart ECSE program.
2. Implement clear policies prohibiting isolation, humiliation, and food deprivation.
3. Provide comprehensive trauma-informed training for all special education staff and aides.
4. Establish a robust external reporting system where parents can safely express abuse concerns without fear of retaliation.
